CONTINGENT UPON CONTRACT AWARD

Chemical, Biological, Radiological, Nuclear (CBRN) Decontamination (DECON) Subject Matter Expertise (SME) (1099)

Responsibilities:



  • Shall assist military and government service personnel in the design, planning, coordination, synchronization, preparation, and execution of the training/exercise events.
  • The Homeland Response Force (HRF)/CBRN Enhanced Response Force Package (CERFP) Observer Controller/Trainer (OC/T), Defense CBRN Response Force (DCRF) OC/T, Urban Search & Rescue (US&R) OC/T, Command and Control CBRN Response Element (C2CRE) OC/T Teams require full time equivalent CBRN DECON SME to enable CBRN/HAZMAT Decontamination training and evaluation mission capability within the team.
  • Planning and coordination may include unit or venue specific visits, including planning meetings and Site Surveys.
  • During the execution of training exercises and evaluations, the CBRN DECON SME support will focus on ambulatory decontamination, non-ambulatory decontamination, technical decontamination, and Casualty Collection Point (CCP) operations in a mass casualty environment.
  • Planning and coordination may include the development of training Master Scenario Event Lists (MSEL) or other scripted training scenarios to develop Technical Support Force (TSF) unit emergency response skills.


Qualifications:



  • Strong background and expertise in CBRN principles, decontamination procedures, and HAZMAT handling.
  • Experience in emergency response and management. Experience in designing and coordinating training exercises.
  • Ability to design, develop, deliver, training programs. Able to assess potential risks and hazards associated with CBRN incidents. Capacity to analyze complex situations, identify potential issues, and develop creative solutions.
  • Understanding of technical decontamination equipment and protocols.
  • Effective communication. Rapid problem-solving skills. Precise attention to detail.
  • Possess experience and knowledge of working in this field as emergency responder and they shall be accredited by either the International Fire Service Accreditation Congress (IFSAC) or the National Board on Fire Service Professional Qualifications (Pro Board).
  • Be fully qualified in accordance with (IAW) Occupational Safety and Health Administration (OSHA) requirements, National Incident Management System (NIMS), and National Fire Protection Association (NFPA) 1670 training qualification standards.
  • Possess knowledge of current Army Tactics, Techniques and Procedures (TTPs), Training and Evaluation Outlines (T&EOs) and concept of employment operations for the specific mission being supported in order to train and evaluate TSF personnel in the same manner their TSF unit will respond to a CBRN incident.
  • Possess experience and knowledge of TSF chemical, medical, and search & rescue units and how they conform to Incident Command System concerning command & control, search & rescue, medical, mortuary affairs, mass casualty decontamination, and reconnaissance operations.
  • Possess Hazardous Material First Responder Operations Level certification. First responders at the operational level shall have received at least eight hours of training or have had sufficient experience to objectively demonstrate competency in the following areas, in addition to the first responder awareness level:

    • Knowledge of the basic hazard and risk assessment techniques.
    • Know how to select and use proper personal protective equipment provided to the first responder operational level.
    • An understanding of basic hazardous materials terms.
    • Know how to perform basic control, containment and/or confinement operations within the capabilities of the resources and personal protective equipment available with their unit.
    • Know how to implement basic decontamination procedures.
    • An understanding of the relevant standard operating procedures and termination procedures.

These locations include but are not limited to military installations such as: Fort Hood, Fort Bragg, Fort Riley, Fort Stewart, Fort Campbell, Houston, Philadelphia, Nellis AFB, Fort Polk, Fort Benning, Fort Stewart, Camp Atterbury, Muscatatuck Urban Training Center (MUTC), Maneuver Support Center of Excellence (MSCoE) at Fort Leonard Wood, Missouri. Fort Custer, State Fire Colleges, local fire departments, Las Vegas, Pascagoula, Seattle, Birmingham, Charleston, Little Rock, or other locations selected for training.
