Job Description

PURPOSE:

The Facilities Manager is responsible for leading and overseeing all aspects of facilities management, production equipment maintenance, equipment reliability, and capital improvements at PCC Structurals Carson City. This position ensures the facility, manufacturing equipment, utilities, buildings, and supporting infrastructure are maintained in a safe, reliable, and cost-effective manner to support uninterrupted manufacturing operations.

Reporting directly to the General Manager, the Facilities Manager provides leadership and direction to the Maintenance Team and Facilities Supervisor. The position is responsible for establishing maintenance priorities, managing preventive and corrective maintenance programs, overseeing equipment repairs, maintaining facility infrastructure, and planning and executing capital expenditure projects from initial development through completion and closeout.

The Facilities Manager works closely with Operations, Engineering, Environmental Health & Safety (EHS), Quality, Finance, Purchasing, and other departments to support production requirements, minimize equipment downtime, manage resources, and identify opportunities for improved equipment reliability and operational performance.

This is primarily a leadership, planning, and oversight position. While a strong technical understanding of industrial equipment and facility systems is essential, the Facilities Manager is responsible for directing maintenance activities, developing long-term strategies, managing projects, and ensuring department accountability rather than routinely performing hands-on maintenance work.

ESSENTIAL JOB RESPONSIBILITIES:

Facilities & Maintenance Leadership

  • Lead, supervise, and develop the Maintenance Team, Facilities Supervisor, and other assigned personnel, including work assignments, performance management, training, and staffing recommendations.
  • Establish maintenance priorities, schedules, and resource requirements to support production across applicable shifts.
  • Oversee maintenance and repair of all production equipment, buildings, utilities, grounds, and supporting infrastructure.
  • Establish department performance expectations and monitor work quality, response times, and completion of assigned activities.
  • Maintain an active presence throughout the facility and communicate significant maintenance concerns to plant leadership.

Equipment Maintenance & Reliability

  • Develop and oversee preventive, predictive, and corrective maintenance programs for manufacturing equipment and facility systems.
  • Direct maintenance response to equipment breakdowns, mechanical and electrical failures, and other operational issues.
  • Coordinate planned maintenance with Operations to minimize production interruptions and equipment downtime.
  • Monitor equipment performance, maintenance histories, work orders, and recurring failures to identify improvement opportunities.
  • Oversee maintenance of mechanical, electrical, hydraulic, pneumatic, HVAC, compressed air, and other applicable equipment and building systems.
  • Manage maintenance tools, critical spare parts, and replacement materials necessary to support operational needs.
  • Evaluate equipment repair-versus-replacement decisions and recommend improvements to reliability, efficiency, and equipment service life.

Capital Expenditures & Project Management

  • Lead capital expenditure (CapEx) projects involving facility improvements, production equipment, infrastructure, and maintenance-related investments from planning through completion and closeout.
  • Develop project scopes, cost estimates, budgets, schedules, and Capital Authorization Requests (CARs).
  • Coordinate project planning and execution with Operations, Engineering, Finance, Purchasing, EHS, and outside contractors.
  • Ensure projects and expenditures receive required approvals before commitments or work begin.
  • Monitor project costs, purchase orders, schedules, contractor performance, and deliverables against approved requirements.
  • Review and document proposed scope changes, cost increases, and change orders, obtaining required approvals, including amended CARs when applicable, before authorizing additional work.
  • Communicate project risks, delays, and potential budget overruns promptly to the General Manager and Finance.
  • Verify project completion, equipment commissioning, and appropriate documentation before closeout.

Financial & Contractor Management

  • Develop and manage Facilities and Maintenance operating budgets, expenditures, and resource requirements.
  • Oversee maintenance purchasing, contractor services, equipment repairs, and spare parts expenditures in accordance with company approval requirements.
  • Develop scopes of work, evaluate vendor proposals, and oversee contractors to ensure work meets approved specifications, schedules, and budgets.
  • Review contractor invoices and supporting documentation for accuracy.
  • Identify opportunities to improve cost control while maintaining equipment reliability and operational performance.
  • Maintain accurate financial, purchasing, contractor, and maintenance records.

Safety, Compliance & Facility Operations

  • Ensure Facilities and Maintenance activities follow company safety policies, applicable regulations, and established maintenance procedures.
  • Partner with EHS to identify and correct unsafe equipment conditions, facility hazards, and environmental concerns.
  • Ensure Maintenance Team members and contractors follow applicable lockout/tagout, electrical safety, confined space, and other safety requirements.
  • Oversee required inspections, servicing, and maintenance of assigned facility systems and equipment.
  • Coordinate maintenance response to utility interruptions, equipment failures, facility emergencies, and other operational disruptions.
  • Support EHS inspections, regulatory compliance activities, and corrective actions involving facilities and equipment.

Continuous Improvement & Cross-Functional Support

  • Establish and monitor maintenance performance measures, including equipment downtime, preventive maintenance completion, work order backlog, and repair costs.
  • Identify opportunities to improve maintenance efficiency, equipment reliability, and facility performance.
  • Partner with Operations and Engineering on equipment installations, modifications, manufacturing improvements, and long-term equipment planning.
  • Develop maintenance and infrastructure improvement plans that support production capacity and future business requirements.
  • Communicate maintenance performance, equipment concerns, capital project status, and department priorities to plant leadership.
  • Perform other duties as assigned to support business objectives.

PREFERRED EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Engineering, Facilities Management, Industrial Maintenance, Mechanical Engineering, Electrical Engineering, or a related technical field preferred; equivalent combinations of education, technical training, and relevant experience may be considered.
  • Five or more years of progressive maintenance, facilities, or industrial equipment management experience in a manufacturing environment preferred.
  • Previous leadership or supervisory experience managing maintenance technicians, skilled trades personnel, or facility operations preferred.
  • Strong technical knowledge of industrial manufacturing equipment, mechanical systems, electrical systems, hydraulics, pneumatics, and troubleshooting practices.
  • Demonstrated experience developing and managing preventive and corrective maintenance programs.
  • Experience overseeing production equipment maintenance, equipment reliability, and maintenance planning.
  • Experience managing facility infrastructure, building systems, utilities, and contracted maintenance services.
  • Demonstrated experience planning, coordinating, and executing capital expenditure projects from initial development through completion.
  • Experience developing project budgets, reviewing contractor proposals, managing change orders, and monitoring project costs.
  • Working knowledge of purchasing processes, capital authorization requirements, purchase orders, and financial approval controls.
  • Experience with computerized maintenance management systems (CMMS), work order tracking, and maintenance performance reporting preferred.
  • Knowledge of applicable workplace safety requirements involving industrial maintenance and facility operations.
  • Strong leadership, communication, organizational, financial management, and problem-solving skills.
  • Ability to prioritize competing maintenance needs while supporting production schedules and business objectives.
  • Ability to independently evaluate technical issues, recommend solutions, manage resources, and oversee projects through completion.
  • Proficiency with Microsoft Office and applicable maintenance, purchasing, and reporting systems.

PHYSICAL REQUIREMENTS:

  • Ability to work in office and industrial manufacturing environments with regular access to production and maintenance areas.
  • Ability to stand, walk, climb stairs, bend, stoop, reach, and access facility equipment and systems.
  • Ability to occasionally lift and carry up to 35 pounds independently; heavier items require assistance or appropriate lifting equipment.
  • Ability to work around heat, noise, dust, chemicals, moving equipment, and varying temperatures.
  • Ability to wear required PPE and respond to urgent facility or maintenance matters as needed.

All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, disability, or status as a protected veteran.

National Security and Export Controls:

This position requires use of information or access to production processes subject to national security controls under U.S. export control laws and regulations (including, but not limited to the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR)).
