The Director for Contracts Management serves as a strategic and operational leader responsible for overseeing the full lifecycle of federal government contracts and related agreements in support of the company's clients, partners, and internal business operations. This role manages pre-award and post-award contract activities, supports proposal and capture efforts, ensures compliance with federal regulations and contractual requirements, and provides guidance on contractual risk, negotiation strategy, and business operations.

Working cross-functionally with leadership, business development, finance, legal, project teams, and operations, the Director plays a critical role in enabling compliant project execution, supporting organizational growth, and strengthening operational effectiveness within a fast-paced government contracting consulting environment. The ideal candidate brings deep expertise in federal contracting regulations, strong business judgment, exceptional attention to detail, and the ability to balance compliance requirements with practical business solutions. This is a remote position reporting to the Chief Executive Officer.

What You'll Do Contract Administration & Lifecycle Management
  • Lead and manage the full contract lifecycle for federal, state, and local government and commercial contracts and related agreements, including pre-award, post-award, drafting, review, negotiation, execution, administration, modification, renewal, and closeout activities.
  • Review, draft, negotiate, and administer legally binding agreements and related documentation in support of business relationships with federal clients, prime contractors, subcontractors, consultants, teaming partners, and vendors.
  • Partner on proposal and capture activities by aligning with internal stakeholders during the bid and contract award process, including review of solicitation requirements, representations and certifications, and contractual terms and conditions.
  • Lead contract kickoff and closeout activities to ensure operational readiness, contractual compliance, and proper documentation throughout the contract lifecycle.
  • Ensure timely interpretation and translation of contract requirements and funding information into project setup documentation and internal systems, including Costpoint and related business platforms.
Compliance, Risk Management & Regulatory Oversight
  • Monitor and ensure compliance with applicable federal regulations, contractual requirements, company policies, and customer directives, including FAR, DFARS, subcontracting requirements, and other government contracting standards, and update internal processes, guidance, and practices accordingly.
  • Identify contractual risks, Organizational Conflicts of Interest (OCI), compliance concerns, and performance issues; develop mitigation strategies and recommend corrective actions to leadership and project teams.
  • Serve as a primary point of contact for contract-related communications with government contracting officers, client representatives, prime contractors, and internal stakeholders.
  • Resolve contract-related issues and support internal teams in interpreting contractual obligations, deliverables, funding limitations, reporting requirements, and compliance expectations.
  • Coordinate and manage annual compliance training requirements, including Organizational Conflict of Interest (OCI), ethics, and other mandatory regulatory or contractual training programs, while maintaining completion records and supporting audit readiness.
Business Partnership & Operational Support
  • Collaborate closely with business development, proposal, finance, legal, operations, HR, project control, and consulting teams to support organizational goals and successful project execution.
  • Partner with project leaders and company leadership to ensure required information, approvals, and documentation are collected and maintained throughout all phases of the contract lifecycle.
  • Provide strategic, business-focused guidance and recommendations related to contract interpretation, risk management, operational processes, and program performance.
  • Facilitate clear communication and alignment across stakeholders regarding contractual obligations, deliverables, invoicing considerations, subcontractor management, and project performance expectations.
Contract Systems, Reporting & Process Improvement
  • Maintain accurate and accessible contract files, databases, company representations, and internal business systems in accordance with company and regulatory requirements.
  • Manage and support contract compliance and reporting obligations, including TDR and IFF reporting, sales tracking, audit support, and maintenance of required contract documentation.
  • Develop, implement, and continuously improve contract management policies, procedures, templates, controls, and best practices to support operational efficiency and compliance.
  • Establish and track contract management metrics and key performance indicators (KPIs) related to compliance, responsiveness, risk reduction, and operational effectiveness.
  • Generate reports, analyses, and leadership updates related to contract status, compliance, performance, and organizational risk.
  • Foster a collaborative, transparent, and solutions-oriented contract management environment that supports accountability, operational excellence, and client success.
Subcontract Management
  • Manage subcontract administration activities throughout the subcontract lifecycle, including issuance, modifications, compliance monitoring, performance tracking, and closeout activities.
  • Coordinate with internal stakeholders and subcontractors to ensure subcontract terms and conditions, deliverables, reporting requirements, and compliance obligations are met
  • Prepare, negotiate, and administer subcontracts and related agreements in accordance with company policies, prime contract requirements, and applicable regulatory requirements.
  • Serve as point of contact for subcontractor communications, issue resolution, and coordination of contract modifications, renewals, and closeout documentation
Pricing Development & Support
  • Lead the development of pricing proposals and price volumes for government and commercial contracts, including coordination of labor, material, subcontractor, and indirect cost inputs.
  • Prepare and maintain pricing documentation, spreadsheets, and supporting analyses to ensure accuracy, completeness, and compliance with solicitation requirements.
  • Coordinate with finance, program management, and business development teams to support pricing strategy, proposal submissions, and contract modifications.
  • Assist with the development of basis of estimates (BOEs), rate validations, and price narratives in support of proposals and contract negotiations.
  • Review pricing data and supporting documentation for compliance with applicable contractual, FAR, and company requirements.
  • Support contract modifications and change orders by preparing pricing analyses, cost impacts, and supporting documentation.
  • Maintain pricing files, historical cost data, and proposal records to support audits, negotiations, and future proposal efforts.
  • Participate in pricing reviews, fact-finding activities, and customer negotiations as needed to support contract award and administration activities.
  • Coordinate subcontractor and vendor pricing inputs to support timely and compliant proposal submissions.
Requirements
What You'll Bring
  • Bachelor's degree in Business Administration, Contracts Management, Finance, Legal Studies, Public Administration, or a related field; an equivalent combination of education and experience may be considered.
  • 15+ years of progressive experience in federal government contract management and administration, preferably within a government contracting, consulting, or professional services environment.
  • NCMA certification (e.g., CPCM, CFCM, CCCM) preferred.
  • Demonstrated experience managing the full lifecycle of federal contracts and subcontracts, including pre-award, post-award, negotiations, modifications, administration, and closeout activities.
  • Strong working knowledge of FAR, DFARS, subcontract management, contract types (FFP, T&M, CPFF, IDIQ, BPA, etc.), and government procurement regulations and compliance requirements.
  • Experience supporting federal proposal and capture efforts, including review of solicitations, teaming agreements, non-disclosure agreements, representations and certifications, and contractual risk assessments.
  • Proven ability to identify contractual, operational, and compliance risks and develop practical mitigation strategies.
  • Experience supporting Organizational Conflict of Interest (OCI) identification, analysis, and mitigation activities.
  • Demonstrated ability to interpret complex contractual language and communicate requirements, risks, and business impacts clearly to both technical and non-technical stakeholders.
  • Strong negotiation, problem-solving, and conflict-resolution skills, with the ability to balance business objectives and contractual compliance.
  • Experience supporting pricing development, price proposals, and contract modifications for government and/or commercial contracts.
  • Working knowledge of Federal Acquisition Regulation (FAR), DFAs, and applicable pricing and cost principles.
  • Experience in preparing and analyzing pricing spreadsheets, basis of estimates (BOEs), and supporting proposal documentation.
  • Knowledge of GSA Schedules, T&M, FFP, and other government contract pricing structures preferred
  • Experience collaborating cross-functionally with business development, finance, legal, operations, project control, HR, and executive leadership teams.
  • Strong organizational skills with exceptional attention to detail and the ability to manage multiple priorities, deadlines, and stakeholders simultaneously.
  • Excellent written and verbal communication skills, including the ability to prepare reports, contractual correspondence, and leadership briefings.
  • Demonstrated ability to develop and improve processes, policies, templates, and operational procedures that enhance efficiency, compliance, and scalability.
  • Ability to exercise sound judgment, maintain confidentiality, and operate with a high degree of professionalism and accountability.
  • Proficiency in contract management software and tools
  • Willingness and ability to obtain and maintain a U.S. Security Clearance and/or a positive
    suitability determination if applicable to client portfolio needs.
  • Must be legally eligible to work in the United States, now and in the future, without the need for visa sponsorship
