HDR is providing Construction Management Support Services Consultant (CMSS) at the direction of the Los Angeles County Metropolitan Transportation Authority (LACMTA). The Scope of Services of the CMSS is to support the design reviews, construction management, and administration of the construction contract(s) associated with various capital improvements projects (Projects), and to ensure that the construction of these Projects is administered and completed in compliance with contract requirements and government regulations. One of the Key projects that HDR is supporting LACMTA is The LA Metro Vermont Transit Corridor Bus Rapid Transit (BRT) project, a 12.4-mile, side-running, zero-emission transit line running along Vermont Avenue from Sunset Boulevard to 120th Street, scheduled to open in 2028. LACMTA expects that the CMSS staff will be part of a fully integrated construction project team with LACMTA in the support project office. CMSS staff shall have the specialized technical and administrative expertise to assist and support the services described herein and to perform the necessary project reporting requirements and control procedures established by the LACMTA. In the performance of the Scope of Services, CMSS staff shall adhere to and comply with all LACMTA current policies and procedures. CMSS staff, as part of a construction project team, shall respond to and receive functional direction from LACMTA staff on their day-to-day performance of the Scope of Services consistent with the organizational chart. Resident Engineer Qualified on-site support supervisory staff for management of the Rail and Bus Facilities, Highways, and Joint Development construction contracts. Resident Engineers (REs) shall be experienced in the type of construction required for rail, bus, highways, joint development and transit facilities. Under the direction of LACMTA and the Project Manager, the Resident Engineer (RE) performs a wide variety of professional engineering work in either a field or office setting. The RE is directly responsible for administration of the LACMTA construction contracts and reviews the work of LACMTA, State, and contractor forces in accordance with all governing specifications. The RE reviews progress of the work to assure compliance with the contract documents. This will include progressive monitoring of materials and methods used as well as inspection of the finished products prior to acceptance. The RE assures appropriate measurement, payments are made as necessary, and all project documentation is completed in accordance with departmental policies and procedures. Additionally, the RE is responsible to pro-actively review the contract documents to anticipate, identify, and/or prepare any change orders needed to resolve conflicts and/or recommend improvements. Resident Engineering Staff will: Verifies project safety by observing contractor's operations and traffic conditions, making recommendations, and taking corrective action when necessary Reviews contractor operations for compliance with CAL OSHA regulations Provides direction to staff to ensure complete, accurate and timely contract records, pertaining to construction progress, job expenditures, budget programs, and work order balances, are maintained in accordance with the State and Federal regulations and laws Confers with contractors regarding compliance with plans and quality of work and construction activity Performs field inspections of contractor's work to determine compliance with plans, specifications, special provisions, utility agreements, etc. Prepares reports, as well as reviews and incorporates the daily inspection reports from Field Inspectors, in documenting the Contractor's activities Maintains accurate and complete project records and ensures compliance with departmental policies and procedures Calculates and documents field quantities for payment purposes Documents as-built condition of constructed facility Monitors project schedule and budget. Report as required to LACMTA Executive leadership. Assists LACMTA in the management of the Projects in such a manner as to maintain quality, schedule, and budget Prepares contract change orders for making alterations, deviations, additions to or deletions from the plans and specifications to ensure proper completion or construction of the contract Formulates, researches, and develops solutions for field conditions that necessitate a contract change order. This may include doing any necessary engineering redesign work Identifies the need for and prepares contract related documents for submission to the contractor Reviews CPM schedules. Identifies and mitigates project risks Completes a project daily diary of pertinent activities and discussions held regarding the progress of the contractor's work and interaction with the Project/Construction Manager Assists LACMTA in the resolution and response to contractor disputes in a timely manner as provided by the contract Elevates to the Project Manager all disputes not resolved by the Resident Engineer and LACMTA Contract Administrator, if appropriate Prepares draft claim reports for LACMTA Vendor/Contract Management when required Ensure conformance with all LACMTA contract documents Perform constructability review and provide comment on design packages Preferred Qualifications A minimum of ten years of experience in Construction Management on transit projects of at least $30 million Approximately three (3) years of supervisory experience in the management of major construction contracts of similar size and scope Valid California Class C driver's license Experience working with the City of Los Angeles and/or CONAD on a construction project Contractor experience (Project Manager, Superintendent, Engineer) desirable Required Qualifications Bachelor's degree in Engineering, Construction Management or closely related field 10 years related experience in various aspects of construction including estimating, bidding, preparing purchase orders and subcontracts, scheduling, and field engineering Requires professional engineering license recognized by the licensing board for the location of the position offered. Example: Professional Engineer (PE or P.Eng) license. Experience with Microsoft Office (Word, Excel, Outlook); Bluebeam, estimating & scheduling software, and web-based document collaboration software Experience developing and managing construction engineering and inspection programs Must have excellent verbal and written communication skills An attitude and commitment to being an active participant of our employee-owned culture is a must What We Believe HDR is our company. The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
