Description OVERVIEW The chief financial officer, Ambulatory, Clinical and Services, is a member of the senior most division management decision making team, accountable for setting strategic direction, leading efforts to achieve operating goals, and delivering on the strategic and operational transformation plans. The CFO is accountable for financial strategic planning and other processes that are used by the chief executive and the board to establish overall market direction and policies. They provide strategic and operational leadership for all financial services activities, including all joint ventures, to ensure the delivery of high quality, mission driven and cost-effective health care. This executive has shared accountability for the successful performance of all operations related to the Providence Clinical Network, Ambulatory business lines, Clinical lines of business (research, genomics), and Other Services, partnering closely with Divisional finance teams and system shared services and support functions to achieve results. The daily working relationship with the clinical and ambulatory teams is important to ensure the strategic, operational, and financial goals and metrics are achieved. The working relationship with the system CFO is important to ensure that the connection of initiatives aligns to the overall system integrated strategic and financial plan. The CFO also plays an integral role with the other division CFOs to develop, lead and implement system financial initiatives and processes. The CFO will be an operationally focused, results-oriented, and highly credible finance executive with experience in complex healthcare systems that span the continuum of care. The successful candidate will have strong business acumen and a strategic growth mindset. The incumbent will be a visible and accessible leader with a collaborative and communicative approach. The CFO will have a record of accomplishment of delivering strong financial results in the acute and ambulatory settings and of building effective relationships with ministry boards, management teams, system and division finance teams, and operations leaders. DESIRED OUTCOMES
- Collaborate with divisional CFOs to operate as one Providence finance team; establish standardized processes, reporting, metrics, and management operating reviews to optimize performance.
- Lead implementation of operational improvement plan to deliver on the budget.
- Participate in five-year strategy for the Providence Clinical Network, ambulatory divisions, critical lines of business (e.g., Research, Telehealth)
- Partner with divisional and system contracting leadership to establish stronger alignment across the division for payer relationships.
- Continue to support and grow clinical institutes across the System through strong partnership at the system and division levels.
- Be a thought leader for care giver engagement and inspired human connection to advance recruitment and retention that addresses current and future staffing challenges.
- Play an active role in advocacy with local, state, and federal government officials.
KEY RESPONSIBILITIES
- Carry out the mission, vision, and values of Providence.
- Provide leadership to ensure the achievement of the integrated strategic and financial plan goals/metrics.
- Serve as a strategic thought partner to the division executive management team.
- Develop and implement strategies and programs that enhance and maximize the financial performance of operations in the division and the system.
- Provide strategic leadership by focusing team and organization units on the evaluation, development, and implementation of the vision for and distinctive strategies related to the delivery system within the service areas and division.
- Exercise a lead role in the review and approval of annual budgets and long-range forecasts for the division, consistent with system strategies and objectives. Manage appropriate financial benchmarks and reporting indicators to ensure that performance is at, or above, budget.
- Provide strategic and operational leadership for all financial services activities for affiliates and joint ventures to ensure that budgets and strategic initiative goals are met.
- Be accountable, support, and collaborate with system shared services and other system-provided functions such as supply chain, revenue cycle, accounting, etc.
- Serve as a management liaison to various board committees and provide management support to the boards at the division, service area, and local level as appropriate.
- Develop timely and accurate reports for the board of directors, senior management and other interested parties that analyze and report upon financial and operational performance, community benefit performance, etc.
- Implement standards and procedures for financial planning and reporting for operations, consistent with system practices and objectives.
- In collaboration with the division and service area finance team and system finance guidelines, administer strategies and goals for the integration and consolidation of financial, accounting, and related functions for operations. Identify opportunities for greater efficiencies and reduced expenses.
- In collaboration with the system business development team, exercise a lead role in the development and implementation or elimination of services and lines of business in division operations, consistent with Providence values and strategic objectives. This includes identification of appropriate merger, affiliation, and partnership opportunities.
- Lead the development of a finance structure through finance operations and financial reporting mechanisms that support the continuum of care consistent with system policies and standards.
- Collaborate with the divisional finance and management teams regarding managed care contracting and payor contracting issues and work with the system contracting team to develop strategies to address and implement solutions.
- Provide feedback to system and division leaders on division performance regarding organizational financial direction, results and compliance with division and system standards and procedures.
- Collaborate with the system integrity officer and division integrity liaisons to develop and implement appropriate compliance programs and staff education.
- Collaborate with the division information officer to develop, implement, and maintain information management and decision support systems critical to the accomplishment of division strategies and objectives.
- Collaborate and engage with other division and operational CFOs across the system to share best practices and lead implementation of system initiatives in the division.
- Collaborate with division leadership team to ensure consistent standards of care, employee performance and financial management processes are applied to ensure accreditation and regulatory guidelines are met.
- Provide leadership to ensure the overall finance role is understood in the organization and broader community.
- Communicate clearly, regularly, and effectively with all levels and functions of the organization to create an atmosphere of mutual respect, openness, and encouragement.
QUALIFICATIONS
- Ten or more years of experience in senior finance executive roles
- Financial accountability for $2 Billion in revenue
- Ten or more years of experience within a complex and matrixed healthcare system
- Additional experience within physician groups, health plans and long-term care preferred
- Business development and transactional experience
- Including mergers and acquisitions, joint venters, affiliations or partnerships and related integration work
- Payor expertise
- Understanding of reporting requirements for federal/commercial payors and knowledge of third-party contracting arrangements; knowledge of Medi-Cal
- Experience with value-based reimbursement models
- Including those related to population health initiatives, risk-sharing and alternative payment arrangements
- Bachelor's degree in finance, business administration or accounting required
- Master's degree and/or CPA preferred
