Tharros is seeking an experienced Project Manager to support the Division Director in managing internal operations, resources, and performance across all projects within the assigned division or portfolio. This role ensures the efficient execution of Company and contract objectives through disciplined application of corporate processes, resource management, and performance monitoring. Serving as the primary operational link between the Division Director, Program Managers, and corporate functional teams, the Operations Managerdrives quality, compliance, and continuous improvement across the division.

Process Management:


  • Implement and oversee division-level operational policies and procedures to ensure consistency, efficiency, and compliance across all programs.
  • Coordinate administrative processes such as subcontract modifications, travel authorizations, expense reports, and timesheet approvals to ensure timely and accurate completion.
  • Ensure the quality, accuracy, and timeliness of all Contract Deliverable Requirement List (CDRL) items, as well as internal deliverables including Weekly Accomplishment Reports, Internal Program Reviews, and Annual Self-Assessments.
  • Provide operational guidance, mentorship, and support to Program Managers and Team Leads to ensure consistent application of Company standards and contract requirements.
  • Support onboarding, training, and performance feedback activities in coordination with HR and Division leadership.

Performance Monitoring:


  • Collaborate with Division Director to identify Key Performance Indicators (KPIs) and thresholds for programs in portfolio.
  • Accurately and proactively manages project burn rates, Team Member Paid Time Off usage, and project Operational Profit.
  • Communicate with customers to identify risks and issues, implement solutions, drive delivery excellence, and proactively identify growth opportunities.
  • Develop and brief regular operational and performance reports for the Division Director and executive leadership.
  • Provide program data, lessons learned, and operational insights to support the Company's Growth Team in preparing proposals, white papers, and case studies.

Quality:


  • Serve as the Division's Quality liaison, ensuring alignment with the Company's Quality Management System (QMS) and compliance with ISO, CMMI, and contractual standards.
  • Member of the Process Improvement Team, proposing improvements and drafting and implementing updated Policies and Procedures.
  • As member of the Company Internal Auditor team, maintains required certifications, performs internal quality audits per Quality schedule.
  • Maintain complete and accurate Project Repository on Company Knowledge Management site.
  • Active TS/SCI Clearance
  • Bachelors Degree in Business, IT, or Cyber Security related field.
  • Current active PMP certification
  • Minimum of 10 years experience managing, planning, directing, and coordinating proposed methodologies and approaches of projects, this is to include manpower utilization, procurement of materials and equipment, standards, training, problem resolution, and employee relations.
  • Demonstrated experience leading multidisciplinary teams supporting mission-critical operations.
  • Proven success managing large-scale projects involving multiple stakeholders, technical teams, and subcontractors.
  • Experience overseeing project cost, schedule, staffing, risk management, and performance metrics.
  • Strong understanding of project management methodologies, governance processes, and contract execution.
  • Exceptional leadership, communication, organizational, and customer engagement skills.
  • Experience preparing executive briefings, management reports, and project documentation for senior leadership.
