A GIS Analyst II is an experienced professional with knowledge of and some experience with GIS principles, practices, concepts, and theories. Support other departments in the use of GIS information by providing data sets, maps, analysis, reports, dashboards, charts, and graphs, and providing technical support using such information. Responsible for maintaining electric system, landbase, and meter association data to ensure the integrity of the integrated geographic information system (GIS) as well as maintaining the GIS data in the Advanced Distribution Management System (ADMS). Contributes to identifying improvements to GIS activities and procedures.

Key Responsibilities

  • Create and publish GIS data, maps, analysis, reports, dashboards, charts, and graphs in the form of static and online content.
  • Assist in maintaining and optimizing the GIS database by identifying and resolving version conflicts.
  • Prepares GIS layers, applications, and data sets for various departments, both internal and external.
  • Delivers training and technical support to end users of the GIS data, dashboards, and reports.
  • Ensures ADMS is properly aligned with GIS and CIS updates.
  • Maintains switching maps and substation one-lines in ADMS.
  • Provides technical execution of defined GIS activities to support the delivery of initiatives required to achieve efficiency, effectiveness, and innovation objectives.
  • Achieves results by autonomously owning and executing GIS activities as defined by manager.
  • Utilizes GIS standards, procedures, and processes, providing recommendations for process improvements, as necessary.
  • Collects, prepares, and updates GIS data from documentation such as job orders, staking sheets, surveyor plans, switching maps, photos, and other electronic and paper media. Perform mapping, editing, geocoding, and error reconciliation within established timelines.
  • Continuous learning of the distribution electrical system.
  • Conducts field audits of distribution facilities to include transformer/customer associations, circuit phasing, pole framing units, AMI meter associations, and transformer load management support for the purpose of maintaining data synchronization of all affected systems
  • Maintain landbase data to ensure current data and alignment with electric system data.
  • Assist staff within assigned project teams, leveraging technical experience to help to onboard them and in support of meeting project milestones.
  • Provide communication to management to provide status updates on project activities and identify risks in delivery or resourcing needs.
  • Responsible for operating as the experienced technical staff for project teams within GIS to execute through defined project objectives, milestones, and priorities in the short-term according to established project plans and manager guidance.
  • Uses prescribes guidelines or policies to analyze and resolves problems, solves problems in straightforward situations, analyzes possible solutions using technical experience, judgments, and precedents.

Qualifications

Required Education, Skills & Experience

  • Bachelor's degree in GIS, Computer Science, Computer Information Systems, Engineering, or related degree.
  • 3-5+ years of related experience
  • ESRI or AcrFM experience preferred.
  • AGOL or Portal experience preferred.
  • Data Analytics experience preferred.
  • Step progression levels based on skill proficiency and scope of job.
  • Strong business acumen pertaining to the Utility industry
  • Strong knowledge of leading practices for their practice area
  • Strong planning and project management skills
  • Willingness and ability to learn new technologies on the job
  • Proficient at functioning effectively within a team environment, present ideas, and opinions in a respective and collegial manner
