Job Title: Project Manager - Student Support Services

Job Summary:

Support the U.S. Department of Homeland Security's training mission at the Federal Law Enforcement Training Center (FLETC) in Charleston, South Carolina. As DAWSON's Student Services Project Manager, you will provide overall leadership, management, and oversight of all student support service operations, including dormitory services, transportation, mailroom, warehouse, and student logistics. You will ensure all services are delivered in accordance with contract requirements, performance standards, and FLETC policies, directly supporting student readiness, morale, and training success.

Responsibilities:




  • Provide overall management and oversight of all student support service operations, ensuring full compliance with contract requirements and performance standards.



  • Serve as the primary point of contact for the Government Contracting Officer's Representative (COR) for all student services-related matters.



  • Plan, organize, direct, and coordinate all aspects of student services operations, including dormitory management, housekeeping, laundry, transportation, mail services, warehouse/logistics, and student support functions.



  • Ensure all services are delivered in accordance with Performance Work Statement (PWS) requirements, FLETC policies, and applicable federal regulations.



  • Develop and implement operational plans, schedules, and staffing models to support fluctuating student populations and training schedules.



  • Oversee all subordinate managers and supervisors, including Dormitory Manager, Transportation Manager, Warehouse/Logistics personnel, and other student services staff.



  • Monitor staffing levels and ensure adequate coverage across all functions, including 24/7 operations where required.



  • Establish performance expectations and ensure accountability for all personnel under the student services contract.



  • Ensure all student-facing services are delivered with professionalism, responsiveness, and high customer service standards.



  • Oversee student registration, housing coordination, and support services to ensure seamless onboarding and lodging operations.



  • Ensure proper handling, accountability, and inventory control of government-furnished property, supplies, equipment, and materials.



  • Oversee inventory management, supply chain operations, and logistics support, including warehouse and distribution functions.



  • Ensure transportation operations are conducted safely, efficiently, and in compliance with all regulatory and contractual requirements.



  • Ensure mailroom and courier services operate efficiently, securely, and in compliance with all applicable policies and procedures.



  • Monitor and enforce compliance with safety, environmental, and health requirements, including PPE usage and hazard mitigation.



  • Develop, implement, and maintain Standard Operating Procedures (SOPs) across all student service functions.



  • Conduct regular inspections, audits, and quality control reviews to ensure compliance with performance standards and identify areas for improvement.



  • Analyze operational data and performance metrics to improve efficiency, service delivery, and cost control.



  • Ensure timely identification, reporting, and resolution of maintenance, safety, and operational issues.



  • Coordinate with FLETC personnel, security, facilities, maintenance, and other contractors to ensure integrated service delivery.



  • Prepare and submit required reports, including operational metrics, staffing reports, inventory tracking, and contract deliverables.



  • Manage budgets, purchasing, and cost controls in accordance with company and contract requirements.



  • Ensure accurate timekeeping and labor reporting, including oversight of timecard and Costpoint systems.



  • Monitor employee performance, conduct evaluations, and implement corrective actions as necessary.



  • Oversee recruitment, onboarding, training, and retention of qualified personnel.



  • Ensure all employees meet required training, certification, and compliance standards.



  • Respond to escalated student concerns, complaints, and operational challenges in a timely and professional manner.



  • Support contract compliance, audits, inspections, and Government reviews.



  • Prepare and provide information and corporate deliverables as assigned by, or at the request of, the Corporate Project Manager.

Qualifications:




  • Shall possess at least 5 years of recent (within the past 10 years) responsible experience in Federal Contract Management.



  • Demonstrated experience and a working knowledge in a variety of student support services typical under this contract such as Firearms, Motor Pool & Vehicle Maintenance, Shipping & Receiving, Warehouse Operations, Inventory, Postal Services, Transportation, Role Player Services, Computer Lab Management, etc. is mandatory.



  • Minimum 3 years of experience in a leadership role overseeing multiple functional areas and staff.



  • Demonstrated experience managing operations in a government, institutional, or campus environment of similar size and complexity.



  • Strong knowledge of logistics, housing operations, transportation, and support services management.



  • Proven ability to manage multiple departments and large teams in a dynamic, high-demand environment.



  • Strong leadership, organizational, and decision-making skills.



  • Excellent communication, problem-solving, and customer service skills.



  • Proficiency in Microsoft Office and operational reporting systems.





Additional Requirements:




  • Must be eligible for DHS background investigation and suitability clearance.



  • Must be a U.S. citizen or lawful permanent resident with work authorization.



  • This position may require the operation of Company-provided vehicles.



  • If operating Company-provided vehicles, maintaining a valid driver's license is required.



  • If operating Company-provided vehicles, employee must comply with all vehicle and safety policies.



  • If operating Company-provided vehicles, the Company may review your motor vehicle record (MVR).



  • If operating Company-provided vehicles, you must notify the Company of any changes to your driving status.



  • Work schedules are determined by management and may be modified at any time.





Salary Range - $90,000 - $120,000
