Summary

The Permit Technician III position plays a pivotal role in the municipal building department operations and is responsible for reviewing, processing, and issuing more complex types of permits. This position also performs administrative, financial, and records management tasks along with coordinating final development approvals and the closeout of permits for new buildings. Key responsibilities include reviewing construction plans, liaising with various departments, and records management. This role demands a proficient understanding of building codes, zoning laws, city ordinances, related state laws, internal development processes, and excellent communication and organizational skills.

Work Schedule: Work is performed at City offices from 8:00 A.M. - 5:00 P.M. Flexible work schedules may be available based on in- person permit counter coverage requirements.

Essential Duties and Responsibilities

  • Receive and review complex building permit applications and plans to ensure completeness, parking analysis for CO's, zoning, setbacks and accuracy.

  • Route plans to the appropriate departments and reviewers. Search department files/records and run custom reports to fulfill open records requests.

  • Verify Form Surveys match foundation setbacks and elevations noted on permit surveys.

  • Resolve discrepancies in form surveys vs. permit surveys and approve their review or route to planning and/or engineering for additional direction on how to resolve issues.

  • Educate customers on code requirements and zoning codes for the necessary application information, documents, and submittal processes to obtain permits.

  • Verify that projects have obtained all necessary approvals and that the appropriate professional and contractor licensing/registration has been obtained/documented.

  • Calculate and verify valuations and fees; accept payments and issue permits as authorized.

  • Review, prepare, and enter permit refund requests.

  • Assist customers in person, via email, and on the telephone by answering questions and directing calls to appropriate personnel.

  • Oversee the input and accuracy of impact, development, and water meter fees and ensure their payments and associated meter and utility releases are completed as needed.

  • Perform minor over the counter plan review.

  • Perform GDC reviews: zoning, signs, fences, additions, C of O's, GDC questions, accessory buildings, etc.

  • Other duties as assigned.

Minimum Qualifications

  • High School Diploma or G.E.D. Equivalent

  • Three years of experience as a Permit Technician II, Zoning Reviewer or Plan Review (or equivalent experience in municipal organization)

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience

  • 3 year experience in building inspections

  • Bi-lingual (Spanish) speaking/reading/writing

Knowledge, Skills & Abilities

  • Proficient in the application of building codes, zoning codes, State and Local laws, regulations, policies and procedures and construction terminology.

  • Proficient knowledge of the principles and practices of land development and construction, permit processing, and building inspections.

  • Proficient ability of and attention to detail when analyzing construction documents and plans for drafting errors, missing documents, design criteria, and engineer/designer stamps.

  • Proficient verbal and written communication skills for clear interaction with the public, colleagues, and external agencies.

  • Expert in providing excellent customer service, including, assisting applicants through the permit process, handling inquiries and resolving complaints effectively.

  • Proficient in using standard office equipment and software, specialized permitting software, and database management tools.

  • Proficient organizational skills, with the ability to manage multiple tasks and prioritize effectively

  • Proficient at identifying issues and developing effective solutions

  • Expert attention to detail in reviewing applications, documents, and maintaining accurate records.

  • Flexibility to adapt to changing processes, technologies, and job requirements.

  • Ability to work effectively with a diverse range of individuals and work collaboratively in a team environment, contributing to a positive work culture.

  • Proficient skill in reading maps, aerial photography, site plans, blueprints, and engineering letters and documents.

Licenses and Certifications
  • ICC Permit Technician Certification

  • ICC Code Specialist Certification or ICC Zoning Inspector and ICC Residential Plans Examiner

  • Valid Class C Texas driver's license
