Position Overview:

The Personnel Security Specialist reviews investigation request documentation for accuracy and completeness and processes e-QIP packets for federal and contractor employees. They initiate the paperwork for background investigations, review the information submitted by the applicants, corresponds with the applicants for clarifying information, responsible for data entry requirements associated with each record, making case files, forwarding cases for processing, and submits the e-QIP packet to be reviewed and forwarded to OPM.

Key Responsibilities:

  • Prioritize multiple projects simultaneously.
  • Schedule and coordinate meetings and schedules for stakeholders and facilities.
  • Assistin preparationofpresentations.
  • Coordinate communications.
  • Conduct massive data analysis to include development of query techniques, prototypeprogramsand algorithms.
  • Conduct analytical and critical thinking.
  • Develop innovative projects tostrategically and tactically analyze threat related information and entities.
  • Provide reactive data analysis support in response to requests from FBI Headquarters, field offices, and other Government agencies.
  • Perform quality control of processes and products produced.
  • Write clear,conciseandtimelyproductsthreatidentify,analyzeand collate disparate pieces of information.
  • Makeaccurateobservations and judgments.
  • Assistin the development of administrative and organizational policies and procedures.
  • Collaborate and interact with behavioral and social science experts to conduct research and analysis.
  • Gather, analyze,evaluateandprepare recommendationson threat and risk matters.
  • Compare and contrast information fromdifferent sources.
  • Prepare, produce, anddisseminateboth scheduled and unscheduled general products, such as briefings, studies, estimates, andassessmentsmemoranda.
  • Promote and coordinate, where applicable, the sharing of information.
  • Represent activity in working groups (both internal and external) and committees as substantive authority insubjectarea.
  • Define critical intelligence topics andinitiatecomprehensive or unique research efforts ontopicsrelated to extensive or speculative analytical projects.
  • Define overall analyticalobjectivesin relation to existing or proposed policy andidentifyrequired analytical resources.
  • Forecast gaps and initiate development of comprehensive collection plans to address these gaps.
  • Perform long - range planning in support of existing and projected organization mission requirements.
  • Make assessments as to overall resource capability to answer existing/projected requirements andidentifyresource shortfalls.
  • Assistin the development of administrative and organizational policies and procedures.
  • Perform all duties associated with a Grade5as necessary.
  • Performs complex, high - risk, insider threat, high - level security investigations and adjudication recommendations.
  • Perform ascontractorTeam Lead.
  • Perform Quality Control (QC) case review.
  • Identifyadditionaltraining requirements from QC case reviews.
  • Perform Just-in-Time training to remedyidentifiedQC deficiencies.

Qualifications:

  • Bachelor's Degree andseven(7)years of experiencein thepersonnel security investigative or investigative analyst fieldandnine (9) years withan Associates Science Degree.
  • Ten (10) plus years of experience in Federal LE working in the personnel security field; prior security management experience preferred.
  • Demonstrated oral and written communications skills to functionally conduct interviews, security briefings, discuss analysis and opinion in a concise,logicaland objective manner, and prepare written communications setting forth analyses and recommendations.
  • Thorough knowledgein order todevelop and extract the most complete andaccurateinformationrelativeto the subject as possible.
  • Demonstrated analytical abilitytoextensively analyzevarious typesof materials, including investigative reports, to develop informationregardingsecurity vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of security clearances.
  • Ten (10) plus years of experience in Federal LE working in the personnel security field; prior security management experience preferred.
  • Technical training / certification as an investigator and / or adjudicator isrequired.
  • This position requiresTop-Secretsecurity clearancewith the ability to obtainSCI access that includes a requirement to pass a security polygraph exam

For former Federal LE PSSs, the following minimum experience is also required:

  • The most recent five - years of experience shall bedirectly relatedto analyzing investigations, record checks, and other information as necessary for the purpose of making a written record of the accuracy and completeness of the investigation.
  • Experience conducting record checks utilizing IC and third - party Information Technology (IT) systems; prepare and type clear concise written reports in a timely manner, free of grammatical and spelling errors; make effective recommendations for personnel security adjudications based on and expert examination of the facts and supporting evidence; and conduct open source Internet checks in support of investigations.
  • Experience conducting, directing, or evaluating TS / Secret investigations with preferred experience in counterintelligence / espionage, counterterrorism, criminal matters, and personnel security investigations.
  • Demonstrated skills and knowledgeregardingcriminal and civil law and procedures, and enforcement operations; have documented extensive, combined with on-the-job training, as proof of the skills and knowledge to perform the duties of a federal investigative analyst consultant.
  • Must have served as a senior investigator responsible for planning and directing broad investigations of national or international scope; providing administrative and technical supervision over a staff of journeyman level criminal investigators.
  • Documented experience planning, organizing, administering, and coordinating the full spectrum of investigative activities; and representing an organization as a recognized authority in the investigative field at conferences, meetings, and presentations involving issues of considerable importance.

  • Detailed knowledge of the FBI Security Program (Security Access / Clearance), its goals andobjectives, tenets, and proceduresin order toefficiently plan and carry out assignments and discern and develop new methods of approach.
  • Extensive knowledge of the processes and procedures involved with conducting sensitive, complex security matter investigations, frominceptionto completion, to instigate security BIs;
  • Extensive knowledge of FBI's methods of communications and experienced skill in correlating, organizing, and evaluating datatocompose and prepare necessary documentation to higher authorities to include DOJ and other Government agencies, members of the Intelligence Community, and private industries.
  • Thorough understanding of the personnel securityanalysisinterrelationships between FBI components, DOJ, IC, and other agencies to obtain, develop, resolve, and correlate information and efforts, asrequired.
  • Experience and capability toassistothers to ensure compliance with FBI procedures and regulations, so that work is complete in an efficient andtimelymanner.
  • Experience inestablishingand maintaining effective relationships with representatives of other Government agencies and supervisory and agent personnel of the FBIin order toensure effective and efficient coordination of matters involving the safeguarding of National Security Information.
