Position Description
Serve as a key member within an Operational Division, advancing the company's strategic objectives. Lead multiorganization R&D and technologytransfer programs for government and industry clients, ensuring successful program execution and strong client satisfaction. Manage customer relationships and identify new business opportunities. Oversee daily operations for one or more programs, exercising independent judgment on issues critical to the business. Responsibilities include strategic and operational planning, team leadership, compliance, and fostering collaboration across government and industry.

Essential Functions
With minimal oversight from a Sr. Program Manager, Director or Division Lead, responsible for planning, execution and monitoring of processes in support of one or several ATI-managed programs.
Oversee the daily operations of one or more programs, ensuring successful execution of program objectives and initiatives.
Develop and implement plans to achieve program objectives, aligning with ATI's overall mission and goals.
Collaborate with peers in other divisions/departments to share best practices and advance strategic objectives.
Provide direct supervision, mentorship, and leadership to program team(s), including performance management, goal setting, and professional development.
Prepare and deliver comprehensive reports, presentations, and program briefings to internal and external audiences related to program activities, achievements, and strategic initiatives.
Manage critical communication and relationships between government entities, lobbyists, and senior level industry executives to foster a cohesive partnership.
Execute program meetings, workshops, and conferences between government representatives and industry partners to promote collaboration and innovation.
Track contractual performance vs. requirements; coordinate among partners to assure milestones are being met, analyze invoices for cost reasonableness compared to milestone completions; track variances; ensure program(s) remain on budget.
Understand ATI financial objectives and contribute to metric improvement for programs.
Comfortable working with senior management among clients and partners; function effectively without undue tension; add value, remain focused on customer satisfaction.
Ensure compliance with all relevant government regulations, contractual obligations, and organizational policies throughout program operations.
Identify and mitigate potential risks to program success, developing contingency plans as necessary.
Cultivate and maintain strong relationships with key stakeholders, including government officials and industry partners.
Negotiate well; settle issues and concerns with minimum assistance from management.
Coordinate with ATI's internal Communications and Marketing team to develop assets and products consistent with program branding.
Additional Responsibilities
Works closely with the Senior Program Manager, Director or Division Lead to identify and assist in targeting program related opportunities.
Interacts daily with the Senior Program Manager, Director or Division Lead, contracts personnel, financial personnel, and ATI management.
Performs other duties as assigned.
Qualifications
Bachelor's Degree and eight or more years of strong experience in the operation, planning and performance of programs, a Master's degree and six or more years of strong experience in the operation, planning and performance of programs or a Ph D with two or more years.
A minimum of three years of supervisory experience.
Experience with government programs is required.
Department of War (DoW) experience desired, military or civilian.
Self-directed with strong organizational and interpersonal skills. Ability to multi-task effectively, set clear priorities for the team, follow-through, manage risk, and adapt to unanticipated barriers in plan execution.
Excellent communication skills, including presentations, technical reports, meeting management and work group management.
An understanding of the National Defense Authorization Act (NDAA) process, including related statutory authorities, congressional oversight mechanisms, and approval pathways is desired.
Prior experience working in multi-organizational teams a plus.
Strong computer skills including Excel skills, MS Office Suite - Word, PowerPoint, Outlook and Project desired. MS Access experience a plus.
Must be able to obtain and maintain a DOD security clearance; US Citizenship is required.

Anticipated starting salary is in range commensurate with education and experience:
$130,000 - $140,000
