SALARY IS COMMENSURATE WITH EDUCATION AND EXPERIENCE SUMMARY: This evolving position is located in the Operations Division with the Oklahoma City-County Health Department (OCCHD). The employee will be a member of the OCCHD Emergency Preparedness and Response Team. Employee is responsible for assisting the Supervisor in the development and maintenance of all community contacts specifically involved with public health resiliency. The incumbent will assist in the establishment of partnerships, consortia, and linkages between the OCCHD and community area emergency planning and response entities, including various state and federal agencies. Also, the employee will work with other OCCHD team members on incidents, events and information technology aspects of the OCCHD Emergency Preparedness and Response Program. In addition, the employee may conduct assessments and analyses of public health system capacities. The employee is responsible for the development and maintenance of volunteer contacts for programs involved with bioterrorism incidents or other public health threats or emergencies. The incumbent will work to establish a cadre of volunteers through the Oklahoma Medical Reserve Corps (OKMRC) to respond to any possible actual event, take part in training and preparedness exercises, and promote public health through community events. Also, the incumbent will work with the Emergency Preparedness and Response Program Trainer in providing training for the volunteers. The employee will work with health-care providers, physicians, various public and private sector representatives, business and civic leaders, legislators, executives, and city, county, and state officials to strengthen existing partnerships and develop new ones to facilitate increased communication and effective response to disasters or bioterrorism events in Oklahoma County. The incumbent is responsible for working with various organizations in identifying volunteers, actively recruiting volunteers from within the community, and maintaining a database on volunteers. Incumbent will serve as the OK County MRC Coordinator. The incumbent will serve on the OKMRC Administrative Team. During events, exercises or responses incumbent may serve in several roles including coordinate and supervise volunteers deployed by OCCHD or Resource Unit Leader. QUALIFICATIONS/REQUIREMENTS: -LEVEL 1: Master's degree in Public Health, Sociology, Psychology, Community Health, Business, Social Sciences, or related field plus three years of experience at a professional level related to health, planning, or emergency preparedness services OR Bachelor's degree preferably in a health-related field plus four years related experience. Pay Grade 15 / $63,264 Annual Salary -LEVEL 2: Master's degree in Public Health, Sociology, Psychology, Community Health, Business, Social Sciences, or related field plus four years of experience at a professional level related to health, planning, or emergency preparedness services OR Bachelor's degree preferably in a health-related field plus five years related experience. Pay Grade 16 / $68,280 Annual Salary -Experience must include at least three years of experience at a professional level related to health, planning, or emergency preparedness services -Valid Oklahoma driver license required SKILLS AND ABILITIES: -Skill in using appropriate equipment and software (i.e. prefer Microsoft Word, Excel, Power Point, Access, etc.) -Skill in developing partnerships with organizations and individuals -Skill in developing, implementing and evaluating public health programs -Skill in making public presentations -Skill in communicating with persons both orally and in writing using tact and diplomacy -Skill in obtaining and recording information accurately -Knowledge of principles, practices and trends of public health -Knowledge of basic research and statistical techniques -Knowledge of State laws and regulations related to communicable disease control and volunteer liability -Ability and willingness to maintain confidentiality -Ability and willingness to develop and maintain effective working relationships -Ability and willingness to follow established policies and procedures -Ability and willingness to follow safe working practices and procedures -Ability and willingness to assume responsibility for work product -Ability and willingness to perform coalition building activities -Ability and willingness to organize and present ideas, facts, and educational programs effectively and accurately WORKING CONDITIONS: -Primarily indoors in climate-controlled building -On occasion, will work outdoors, in varying weather conditions, when participating in field exercises, training, community events, or actual Emergency Preparedness and Response situations -No smoking or use of non-smoking tobacco products is allowed at any time while conducting OCCHD business or in OCCHD vehicles or property -No use of cell phones or the use of electronic wireless communications devices used to write, send or read a text-based communication while driving a motor vehicle on OCCHD business -May be subject to occasional standing for extended periods -Periodically exposed to glare from a computer monitor -May be required to wear a HEPA filter mask, in which case, limited facial hair is allowed -OSHA category: performs tasks that involve no exposure to blood, body fluids, or tissues PHYSICAL REQUIREMENTS: -Arm/hand steadiness and digital dexterity enough to use equipment such as computer keyboard, remote controls, and switches, etc. -Vision enough to read and draft written communications such as computer printouts, instructions, hand- or machine-generated documents, etc., as well as print and/or graphics on a computer monitor -Speech and hearing enough to communicate with others, both via telephone and face-to-face -Ability to be understood in a public place with or without a microphone -Flexibility and coordination enough to operate a motor vehicle as needed -Flexibility and coordination enough to bend, stoop, stand, crouch and walk to perform tasks such as setting up equipment and making presentations -Strength enough to lift and move equipment weighing up to 35 pounds WORKING RELATIONSHIPS: This position requires contact with other OCCHD employees at all levels, health-care providers, physicians, various public and private sector representatives, legislators, executives, and city and county officials; and, occasionally with clients. The employee may be required to occasionally deal with temperamental people. SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY: This employee is under the supervision of the immediate supervisor. Work product is subject to both specific and general review. The employee has no supervisory responsibilities. Although this position has no direct accountability for any money or materials, the employee may make recommendations which result in the expenditure of significant funds such as the NACCHO grant for local the local MRC Unit. CONDITIONAL: Employees who fall into the following categories are in conditional employment positions: a) Chief Executive Officer and Chief Health Officer; b) Senior Executive Team, Executive Team and Leadership Team employees who serve at the pleasure of the OCCHD Chief Executive Officer and Chief Health Officer; c) certain other OCCHD employees whose salaries, benefits, and/or overhead are based on available funds such as, but not limited to, revenue generating contracts, grants, or fee-for-service revenue. In other words, this means that if the funding or the program is terminated, cancelled, or non-renewed, your employment terminates automatically. This position may be partially or fully funded by a grant. OTHER DUTIES AND RESPONSIBILITIES: -Must have an operating vehicle available for use when field duties are required -Will be compliant on recommended immunizations required by the CDC as a healthcare worker and as defined within the scope of Emergency Response within 30 days of hire.
