Summary of position/daily activities:
AEM is seeking a highly skilled and experienced Project Manager to oversee and coordinate multiple technical workstreams in support of State and Federal government customers. This role requires a strategic, delivery-focused leader with strong technical fluency across data engineering, data modeling, and system migrations. The Project Manager will guide cross-functional internal teams and external partners, ensure successful delivery of complex data initiatives, and oversee the coordinated transition of systems and processes across platforms while maintaining alignment with client objectives and regulatory requirements.
Key duties include:
- Oversee all stages of effective project management to include the development of detailed project management plans, standard Agile development ceremonies, and project reporting.
- Work with project sponsors and leadership to support strategic business objectives, effective operational delivery, and organizational management and oversight expectations.
- Coordinate and manage delivery across external partners and subcontractors, ensuring alignment with project goals, timelines, and Agile ways of working and ensuring solutions meet business goals, compliance standards, audit and privacy requirements.
- Work with cross-functional Agile development team, supporting all Scrum ceremonies, overseeing backlog refinement and sprint planning to align with project milestones, and ensuring the team adheres to Agile principles and values.
- Operate effectively in a fast-paced, iterative environment, adapting quickly as priorities evolve.
- Apply Agile and DevOps practices to streamline development cycles, enhance collaboration, and ensure continuous delivery.
- Facilitate the team in the design, development, and deployment of an Enterprise Data Platform with a strong emphasis on accounting, finance, and regulatory compliance.
- Collaborate with Project Director to monitor project progress, manage risks, and ensure timely delivery of milestones.
- Foster transparent communication and proactive issue resolution among developers, data engineers, business analysts, and QA personnel.
- Act as a servant leader and coach, promoting a culture of accountability, innovation, and continuous improvement.
- Collaborate with product owners, business stakeholders, and client representatives to translate business use case requirements into detailed user stories and technical tasks.
- Track team progress using Agile metrics and provide regular status updates, demos, and documentation for internal and client stakeholders.
- Manage the migration of systems from one platform to another, ensuring data integrity, minimal disruption, and compliance with required standards.

Basic qualifications/experience (the required qualifications which are critical to be considered for the position:
- Demonstrated experience coordinating the delivery of enterprise data solutions, with direct exposure to longitudinal data systems.
- Proficiency in Agile tools with a strong preference for Azure DevOps experience.
- Strong knowledge of and experience with Agile frameworks and DevOps practices.
- Experience working with cross-functional teams including developers, data engineers, analysts, and testers.
- Excellent interpersonal, communication, facilitation and management skills.
- Proven ability to multi-task and manage competing priorities in complex program environments.
- Ability to translate business requirements into actionable technical tasks.
- Minimum of 15 years' experience delivering software and IT solutions, including leading cross-functional technical teams.
- Minimum of 7 years' consulting experience working closely with clients, stakeholders, and partner organizations.
- Minimum of 4 years' experience supporting and leading Python-based data engineering teams in an Agile environment.
- Minimum of 2 years' experience overseeing data engineering solutions on Azure, with familiarity across services such as Azure Synapse, Azure Synapse Pipelines, Azure Functions, Azure Logic Apps, and Azure Event Grid.
- Minimum of 2 years' experience guiding data modeling and analytics efforts within data pipelines, with preferred experience supporting Power BI / Power Platform datasets, reports, and dashboards.
- Must be able to obtain a government security clearance

Required skills/certifications :
- Bachelor's degree in Computer Science, Data Analytics, Information Systems, or a related technical or business field.
- Current Project Management Professional or Scrum certification
