Job Summary

The Vice President of Finance for Network Services & Capital is a strategic finance executive responsible for leading all financial planning, forecasting, capital strategy, and operational performance management across the Network Services organization. Reporting directly to the SVP, FP&A, this leader oversees both Operating Expenditures (Opex) and Capital Expenditures (Capex), ensuring disciplined financial stewardship and delivering insights that shape enterprise level investment decisions.


The VP serves as the primary financial partner to senior Network Services executives, driving long-term financial strategy, optimizing returns on capital, and enabling the organization to achieve its operational, technical, and financial objectives.

Responsibilities

  • Lead the financial strategy for Network Services, encompassing Opex, Capex, long range planning, and resource optimization.
  • Partner with senior executives to assess business performance, prioritize investments, and inform strategic decision-making across Network deployment, maintenance, and expansion.
  • Communicate the financial vision through high impact executive presentations, scenario modeling, and strategic recommendations.
  • Oversee the end-to-end Capital Planning process for Network Services, including long range capital strategy, annual budgeting, monthly forecasting, and funding allocation.
  • Evaluate investment proposals and business cases to ensure alignment with corporate priorities, ROI expectations, and capacity planning requirements.
  • Establish financial governance, performance metrics, and reporting frameworks for capital projects, ensuring transparency, accountability, and timely execution.
  • Partner with Engineering, Network Deployment, Supply Chain, and Technology teams to monitor Capex utilization, project progress, risks, and savings opportunities.
  • Provide executive insights on capital efficiency, investment tradeoffs, prioritization scenarios, and portfolio level optimization.
  • Lead capital reforecasting and reprioritization in response to market conditions, operational needs, or strategic shifts.
  • Direct the annual budgeting and monthly forecasting cycles for both Opex and Capex across the entire Network Services portfolio.
  • Ensure financial plans reflect operational drivers, network strategy, and realistic execution assumptions.
  • Implement a disciplined forecasting process to improve financial predictability and strengthen fiscal accountability.
  • Lead the review, consolidation, and analysis of all Network Services P&Ls, including one-level down organizations.
  • Synthesize complex financial results into actionable insights and present recommendations to senior leadership.
  • Drive month-end close activities, ensuring accurate revenue and expense recognition, capital accruals, and reporting.
  • Perform variance analyses and oversee corrective action planning to realign performance with financial targets.
  • Build and maintain advanced financial models to evaluate investment decisions, operational performance, and savings initiatives.
  • Serve as a strategic advisor to operational leaders, bringing financial discipline and rigorous performance management to network operations, deployment, maintenance, and technology initiatives.
  • Identify opportunities to optimize operating costs, capital efficiency, and network performance.
  • Strengthen financial acumen across the organization through consistent communication, governance, and partnership.
  • Lead workforce planning and headcount management across Network Services.
  • Drive continuous improvement and standardization in capital and operating expense processes, reporting, and forecasting.
  • Implement best practices for Capex governance, financial modeling, and performance measurement.
  • Enhance system, reporting, and workflow capabilities to improve speed, accuracy, and data driven decision-making.
  • Lead, develop, and mentor a high performing finance team supporting budgeting, forecasting, capital analysis, P&L management, and strategic projects.
  • Foster a culture of collaboration, accountability, and operational excellence across finance and Network Services.
  • Represent Finance as a trusted and influential voice in executive level discussions.

Qualifications

  • Bachelor's degree in Accounting, Finance, or Business; Master's degree strongly preferred.
  • 12+ years of progressive finance experience, including leadership roles with direct responsibility for Capital Planning and Operational Finance.
  • Proven ability to lead financial strategy in a complex, technical, or infrastructure heavy environment.
  • Strong executive presence with the ability to influence senior leadership and drive organizational impact.
  • Exceptional analytical capability, business judgment, and modeling skills.
  • Experience with Oracle, Hyperion, Essbase; advanced proficiency in Excel/PowerPoint.
  • Telecom, network infrastructure, or largescale capital project experience is a significant plus.

Pay is competitive and based on a number of job-related factors, including skills and experience. The starting pay rate/range at time of hire for this position in the posted location is$178,500.00-$255,000.00 / year. The rate/range provided herein is the anticipated pay at the time of hire, and does not reflect future job opportunity.
