Fairfax County's strategic focus is on providing affordable housing for those with the greatest need, including individuals and families experiencing homelessness, persons with disabilities, and households with low incomes, through the creation and preservation of affordable housing. HCD seeks an individual with a passion for affordable housing and promoting inclusive, livable communities to join the Planning and Inclusionary Housing Division of DHCD. The candidate should have excellent organization and communication skills, knowledge of information systems, and familiarity with development review processes to support the Affordable and Workforce Dwelling Unit (ADU/WDU) programs and the implementation of the Communitywide Housing Strategic Plan, the Strategic Plan, and One Fairfax policy.

Under supervision by the Associate Director of Inclusionary Housing, the Housing Analyst will be responsible for tracking county-wide residential development, maintaining affordable unit reporting, and generally supporting affordable housing development through document review, preparation of graphic visualizations, and researching best practices. The Housing Analyst will assist the Inclusionary Housing Team in managing schedules and meeting deadlines as development progresses from planning and zoning review through occupancy. This position will be responsible for tracking affordable housing in the pipeline and updating such data as units are constructed. The Housing Analyst will monitor and analyze such data, identify trends and opportunities, and maintain reports. In completing reports on this data, this position will be expected to present clear outlines of findings and recommendations and use such tools as Power Bi and GIS applications and mapping to support the report. The Housing Analyst may initiate and support improvement of data and tracking management, report design and layout, and research initiatives wherever possible.

This position will also work closely with other sections of DHCD to consider the full scope of affordable housing in Fairfax County. This position will help to maintain and expand the affordable housing dashboard and support affordable housing development through data collection, analysis, and mapping. This position may also coordinate with other county departments, developers, and property managers to assist with application review and to compile data. The Housing Analyst may be requested to prepare reports and respond to requests for information on county housing development related to inclusionary zoning or affordable housing in general. They may also be required to assist with development review of comprehensive plan amendments, rezoning applications, site plans, subdivision plans, and zoning ordinance amendments to ensure compliance with policy and program requirements. Participation in community engagement activities, stakeholder meetings, and other public meetings may also be required as needed.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education and experience and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a Bachelor's degree in a related field of study such as planning, engineering, architecture, economics, construction science, business or public administration, finance, real estate, social work, public policy or other related field, plus two years of experience related to assigned program area.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.

PREFERRED QUALIFICATIONS:
  • Bachelor's in real estate development; architecture; urban, regional or city planning; public administration; or information systems
  • Proficient in database management, mapping, and analytics tools and their application related to affordable housing
  • Experience tracking and maintaining project data
  • Knowledge of government programs and development review processes related to affordable housing
  • Experience creating graphics, reports, and presentations for a variety of audiences including community groups, professional organizations, senior leadership, and elected and appointed officials
  • Strong written and oral communication skills with proven track record of effectively communicating verbally, graphically, and in writing
  • Ability to work in a fast-paced, collaborative team environment
  • Exceptional customer services skills


PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.
