Brief Summary of Job Duties:

This position is responsible for the overall success of enterprise-level projects, including time and resource management, financial planning, scope management, issue and risk management,organizational change management,and project execution. The position plans, directs, and monitors the work produced by the extended project team, including planning and implementing appropriate quality assurance activities. He or she is responsible for managing stakeholder relationships, including general ongoing communications, negotiation of scope and schedule changes, key risks, issue resolutions, and ongoing progress reporting. It shapes stakeholder expectations and manages the scope and any contracts associated with the project. As an Organizational Change Management (OCM) expert, this position is responsible for developing, leading, and managing effective change and communications plans in support of large scope, business transformation projects; and working closely with senior campus stakeholders to plan events and develop talking points and presentation materials in support of high level consensus building meetings and high visibility campus events. This position must have a broad knowledge of industry best practices and be able to proactively identify potential project risks to advise and consult with stakeholders on risk identification, analysis, and mitigation strategies. The role contributes to an inclusive environment by building and maintaining collaborative relationships with team members, peers, and leaders; manage team member development, helping them set and achieve goals for their career growth.

Qualifications:

  • Preferred Bachelor's Degree in business, human resource management, information systems or a related field, or equivalent experience.
  • 10+ years Progressive broad based management experience in a complex human resources organization. Preferred
  • 10+ years Experience working in a higher education or public sector institution. Preferred
  • Project management experience, including experience in project initiation, planning, execution, monitoring, controlling and closing for large projects.
  • Advanced knowledge of project management concepts, practices, standards and processes.
  • Strong skills in planning, tracking and controlling project processes, including initiation, execution, closing, risk/issues, scope, quality, integration and time management.
  • Demonstrated experience managing schedules to include variance management, variance impact identification, and recovery/contingency planning.
  • Strong project management and strategic planning skills including the ability to lead and influence groups, provide a framework for creating process change, understanding influences on organizational culture and structure, and make viable recommendations to management.
  • Excellent writing skills to produce clear, well organized guidelines, procedures, other publications and correspondence.
  • Strong research, critical thinking, analytical, and problem-solving skills sufficient to analyze problems in a multifaceted way and develop and implement innovative and efficient solutions.
  • Proven effectiveness in establishing and maintaining positive and effective working relationships, analyzing needs and resources and recommending appropriate solutions to streamline and automate processes.
  • Demonstrated ability to foster and lead change, influence others, and deliver business results using effective technology, communication, problem identification and resolution.
  • Demonstrated political acumen and ability to interact in a positive and professional manner with all levels of personnel within the organization.
  • Cultural competency in dealing with a diverse employee and customer base.
  • Knowledge and experience with the role of diversity in organizational development.
  • Must respect a collaborative culture and be able to influence and enlist the support of others in such an environment.
  • Project Management Professional (PMP) certification or equivalent experience. Preferred

Job Functions and Percentages of Time:

50% Program Management

  • Manage concurrent and multiple large-scale ERP software implementations and business process/delivery redesign projects to ensure policy, internal control, and procedural issues are addressed.
  • Responsible for developing the campus implementation plan, schedules, metrics, and other project management tools, for the execution of the plan and monitoring progress to ensure a successful implementation of multiple projects.
  • Collaborate with other Project Managers to ensure the successful integration of other systems.
  • Oversee campus program plan incorporating all key project elements for local implementation success (schedule, milestones, resourcing requirements, status).
  • Track the work of project workgroups and hold the team to project milestones and deliverables while providing ongoing status updates to program governance and strategic stakeholders.
  • Develop and manage complex project schedules such as prerequisite and post-requisite tasks and inter-task and inter-project dependencies while resolving schedule conflicts and reallocating resources.
  • Proactively identify potential project issues that may arise, focusing primarily on strategic problems related to the rollout of ERP systems.
  • Exercise professional judgment in escalating issues and decisions to project sponsors and key stakeholders as appropriate.
  • Frame potential issues and risks for discussion by senior leadership, including recommending appropriate approaches for mitigation and/or resolution and obtaining agreement on the course of action.

30% Organizational Change Management

  • Develop the Organizational Change Management (OCM) strategy and approach for large scope, business transformation projects, leveraging inputs from the functional team, technical team, and other key stakeholders.
  • Build detailed OCM work plans for change, communications, training, and organization design activities, working closely with Program Management Office colleagues, including the communications and training leads.
  • Guide the OCM team on managing and executing these strategies / approaches; monitor and report regularly on change efforts and progress via common project management activities such as status reporting.
  • Design and monitor a stakeholder engagement plan through stakeholder assessments.
  • Plan meetings and events and develop talking points and presentation materials for senior campus stakeholders in support of high level consensus building meetings and high visibility campus events.
  • Assess change impacts and define appropriate change actions.
  • Drive organizational change utilizing appropriate communication vehicles such as town halls, survey tools, and focus groups involving stakeholders at all levels of the organization.
  • Partner across the university to provide thought leadership and change management guidance that enables organizational readiness and execution toward sustained transformational change.
  • Plan and lead continual improvement efforts to increase the effectiveness of change activities.
  • Define and execute change readiness assessments.
  • Support the design and build of hyper-care and sustainability strategy.

20% Project Management

  • Functions as a project leader with a high degree of knowledge in the project management field, using advanced professional concepts to deliver services.
  • Provides guidance to management in responding to issues.
  • Functions as a subject matter expert with a strong understanding of organizational priorities, establishes on-going work plans to ensure best practices and internal procedures to achieve excellent customer service, aligned with objectives and central campus HR/Payroll objectives.
  • Translates central campus guidance into appropriate organization strategies and practices.
  • Project Planning and Controls: Applies industry-standard techniques and tools in project time, costs, and human resource management to develop estimates, schedules, tasks plans, financial plans, staff resource plans, and team management plans, which are required to successfully deliver an agreed scope of work on time, on budget and of the required level of quality.
  • Scope Management: Effectively develops scope statements, including the development of a Work Breakdown Structure, managing the requirements process, and developing and implementing an associated project change control process.
  • Manages a contract to ensure that all terms are met, all deliverables are on time, and appropriate acceptance criteria are met, and the required actions are taken on a timely basis when changes impact the contractual terms.
  • Issue and Risk Management: Effectively manage issues from identification through resolution, including timely and appropriate escalations.
  • Applies pattern recognition to proactively identify risks, perform risk analysis, and develop effective mitigation strategies.
  • Quality Management: Establishes the infrastructure for appropriately scaled standards, methods, and templates for delivering high-quality work products that satisfy the requirements.
  • Plans and implements appropriate quality assurance activities, including work product reviews, incident, and defect management, and deliverables management plan.
  • Communications Management: Identifies key project stakeholders, prepares and implements a stakeholder expectation management plan, and communicates effectively with project stakeholders at all levels of campus through the effective use of status reports and executive steering committee / sponsor presentations.
  • Works through tough issues and trade-off discussions that will inevitably arise in a mutually respectful manner.
  • Communicates effectively with campus-wide stakeholders and extended project team members.
  • Vendor Management: Manages vendor partners, subcontractors, and other third-party vendors to accomplish project delivery.
  • Manages and coordinates efforts of contractors hired by UCSB and assigned to projects.
