Subcontractor Administrator, FL

The Subcontractor Administrator position requires knowledge of Disaster Response/Recovery Operations, federal procurement regulations, and FEMA. The job requires the ability to take initiative and to interface with Ceres personnel and subcontractors. High organization, self-motivation, time management ability, and attention to detail are required. This is a fast-paced, reactive environment with evening and weekend work required on an as-needed basis. Your day-to-day schedule must be flexible.

Duties:



  • Develop and maintain strategic relationships with subcontractors.
  • Interface with various Ceres managers and personnel.
  • Maintain verbal communications with subcontractors.
  • Establish, assign, and maintain stand-by status of subcontractors per pre-event contract with Subcontracting Department.
  • Secure/Execute pre-event agreements with subcontractors.


Assist in negotiating, and maintain pricing schedules from subcontractors by job type, equipment type, etc.



  • Ensure payments and payments releases are sent weekly to subcontractors. Field payment questions for project accountants.
  • Handle subcontractor issues, complaints, and damages, internally and externally.
  • Administer post-event evaluations of subcontractor performance with Ceres management.
  • Assist in ensuring timely delivery of subcontractors to disaster recovery events with proper quantities of both human and equipment resources.
  • Develop system to solicit disadvantaged subcontractor (minority-owned, woman-owned, veteran owned, local) participation.
  • Maintain and coordinate database activity so that Ceres' information on subs is up to date.
  • Provide subcontractor information for upcoming Ceres RFPs, bids and presentations.
  • Perform clerical work as needed.



Desired Qualifications:



  • Bachelors Degree in Construction Management, Business Administration, Emergency Management or similar field of expertise is a plus.
  • 2+ years experience working in a construction environment with subcontractors.
  • Experience working with a database.
  • Must be dependable, energetic, and ambitious.
  • Knowledge of MS Word, Excel, Access, and Internet.
  • Must have great negotiation skills.
  • Ability to travel 10% of time.
  • Willing to work evenings and weekends during a disaster activation.
