Founded in 1953, Hudson Valley Community College (HVCC) located in scenic Upstate NY is a multi-campus College with locations in Troy and Malta New York. HVCC offers more than 80 degree and certificate programs in three schools: Business and Liberal Arts; Health Sciences; and Science, Technology, Engineering and Math (STEM). Hudson Valley is one of 30 community colleges in the State University of New York (SUNY) system and serves nearly 9,000 students each year. The college is a recognized leader in career and transfer preparation, workforce training initiatives, distance learning and service to a diverse population of students. Hudson Valley has an extension center in Malta, NY known as HVCC North and sponsors the Capital District Educational Opportunity Center in Troy, NY. The Chief Fiscal Officer (CFO) is responsible for the financial health and stability of the institution. This role involves a broad range of responsibilities, including financial strategy, budgeting, accounting, investments, and compliance. The CFO also plays a key role in strategic planning and decision-making, working closely with the president and other senior leaders to ensure the institution's long-term financial sustainability.
Minimum Qualifications:
Master's degree in Accounting, Finance, Business Administration or a related field or Certified Public Accountant license/certification; five years of relevant experience, with three or more years of progressive leadership experience in financial planning or budget management processes in a higher education institution; expertise in the preparation of complex, detailed financial and budgetary analyses, and comprehensive knowledge of financial, investment, statutory and Internal Revenue Service mandates, plans and funding formulas are required.
A Certified Public Accountant license/certification, experience with Ellucian Banner and SUNY, experience in higher education, and experience working in a union environment are strongly preferred.
Nature and Scope of Duties:
The Chief Fiscal Officer reports to the Vice President for Administration and/or his designee and performs the following duties:
* Provide oversight and direction for the planning, organization and leadership of the college's accounting, budget and fiscal operations.
* Supervise leaders within the college Budget Office, Grants and Comptroller's Office with general oversight for Accounting, Bursar/Cashier, Central Receiving and Mailing, Financial Services and Analysis, Inventory, Payroll, Purchasing and related functions.
* Establish goals, objectives, policies, procedures and action plans that are consistent with the college's Strategic Plan and vision for the future.
* Manage the day-to-day financial operations, including oversight and supervision for the operating, capital and grants budgets and budget models; allocation, disbursement, and control of fiscal resources; chart of accounts; account reconciliations; year-end closings; tax filings; audit preparations; accounts receivables; accounts payables; and accounting; grant accounting; preparation of financial statements and reports; cash receipts; preparation of revenue projections and risk assessments; and other related fiscal activities.
* Provide vision for the enhancement of operational efficiency, as well as the effective use of the college's Banner financial management software or other platforms.
* Develop guidelines for the successful and timely completion of annual and periodic financial audits and ensure compliance with prescribed guidelines.
* Provide leadership for a comprehensive procurement plan for the efficient and economic delivery and payment of goods and services, in compliance with college and statutory mandates.
* Utilizes data analytics to make informed decisions about resource allocation, program investments and risk management.
* Identifies and mitigates financial risks associated with fluctuating enrollment, funding uncertainties, and economic downturns.
* Develop, implement and maintain internal control and financial reporting policies, standards and procedures that assure all financial practices comply with the external rules, regulations and restrictions and generally accepted accounting principles.
* Lead staff in the development of annual operating and capital budgets. Develop multi-year budget models that align with and support the college's strategic goals and priorities.
o Ensure compliance with Board of Trustees' policies; college, county, state and federal regulations, government accounting standards board (GASB); and other statutory requirements.
* Serve as the college's finance liaison to internal departments and organizations as well as the Board of Trustees and various SUNY Departments, including Finance, Business Operations, Procurement and University Controller.
o Prepare and communicate financial information and share routine and special reports with a wide variety of audiences and stakeholders.
* Perform other duties as assigned.
This is a full-time 12-month, Management Confidential position with a salary range of $135,000.00 to $145,000.00.
