Position Title: Business Analyst, Senior

Location: Washington DC Hybrid/Remote

Clearance: Public Trust/MBI

Position Summary:

Command Cyber Solutions is seeking a Business Analyst, Senior to support the IRS Business Tax Account (BTA) modernization initiative as part of the Taxpayer Experience (TXE) Strategy. The Senior Business Analyst will act as a liaison between business stakeholders, product owners, and technical teams to elicit, analyze, and document business requirements for taxpayer-facing digital services. This role will play a critical part in translating user needs into actionable requirements and ensuring solutions align with IRS compliance, security, and usability standards.

Essential Duties & Responsibilities:

  • Lead requirements elicitation sessions with stakeholders, product owners, and technical teams to define functional and non-functional requirements.

  • Develop detailed business process models, user stories, use cases, and acceptance criteria that support Agile development.

  • Collaborate closely with developers, testers, and UX/UI teams to ensure solutions meet business needs and IRS standards.

  • Conduct impact analysis, feasibility assessments, and gap analysis for new features and system enhancements.

  • Support backlog refinement and sprint planning by prioritizing requirements and ensuring clarity for development teams.

  • Assist in the development of testing strategies by reviewing test cases and ensuring requirements traceability.

  • Act as a subject matter expert for business processes and provide recommendations for process improvement and system optimizations.

  • Present findings, requirements, and solution recommendations to senior leadership and project stakeholders.

Education, Certification & Experience Requirements:

Education Required:

Bachelor's degree in Business Administration, Information Systems, or a related field.

Certification Required:

  • This position requires the ability to obtain and maintain a Public Trust background investigation in accordance with IRS and Department of the Treasury personnel security policies.

    • Minimum Requirements: Favorable Tier 2 - Moderate Risk Public Trust (SF-85P) investigation.

    • Elevated Eligibility: Tier 4 - High Risk Public Trust (SF-85P) investigation, if duties involve elevated system privileges, access to sensitive IRS systems, or handling Federal Tax Information (FTI).

    • Staff-Like Access: Contractor personnel must receive a favorable suitability determination before being granted staff-like access to IRS information systems.

    • Employment is contingent upon passing the required background investigation and maintaining eligibility throughout the period of performance.

  • Certified Scrum Master (CSM) or Certified Product Owner (CSPO) (Required).

  • PMI Professional in Business Analysis (PMI-PBA) or IIBA Certified Business Analysis Professional (CBAP) (Preferred).

  • Agile Certified Practitioner (PMI-ACP) or SAFe Agilist certification (Preferred).

  • Lean Six Sigma Green Belt or higher (Preferred).

  • ITIL Foundation certification (Preferred).

Experience Required:

  • 7+ years of experience as a Business Analyst, with at least 3+ years in a senior or lead role on IT or government projects.

  • Experience working in Agile/Scrum environments on large-scale digital modernization efforts.

  • Familiarity with IRS systems, federal contracting, or other government programs.

Knowledge, Skills & Abilities:

  • Strong understanding of requirements elicitation techniques, Agile methodologies, and business process modeling.

  • Knowledge of federal IT programs, compliance requirements, and security frameworks (e.g., NIST 800-53, FISMA).

  • Excellent skills in developing user stories, acceptance criteria, and functional specifications.

  • Proficiency with tools such as JIRA, Confluence, and business process modeling tools.

  • Ability to facilitate stakeholder workshops, gather consensus, and translate needs into actionable requirements.

  • Ability to communicate complex technical concepts in clear, business-friendly language to diverse audiences.

Working Conditions/Working Environment/Physical Demands:

  • This position is a remote position, with potential for periodic on-site presence in Washington, D.C., for key technical meetings, design sessions, or project milestones.

  • Hours of operation are M-F between 0800-1630.

  • Occasionally, project requirements may require temporary adjustment of work hours/days

  • Duties are subject to change based on the needs of the customer
