Position Title: Back-End Developer, SME

Location: Washington DC Hybrid/Remote

Clearance: Public Trust/MBI

Position Summary:

Command Cyber Solutions is seeking a highly experienced Back-End Developer, SME to support the IRS Business Tax Account (BTA) modernization initiative as part of the Taxpayer Experience (TXE) Strategy. This role will focus on building secure, scalable, and high-performing server-side applications and APIs that support taxpayer-facing digital services. The developer will work closely with cross-functional teams, including front-end engineers, DevOps, cybersecurity, and IRS stakeholders, to design, develop, and maintain back-end solutions aligned with IRS cloud and security standards.

Essential Duties & Responsibilities:

  • Serve as a subject matter expert in back-end architecture, API design, and cloud-native development for enterprise IRS applications.

  • Lead the development of secure, scalable, and reusable back-end services leveraging Java, Node.js, or Python, and microservices architecture.

  • Provide guidance on implementing secure coding practices, encryption, authentication, and compliance with federal cybersecurity standards.

  • Support the refinement of user stories and technical requirements, advising on the best approaches to meet IRS system objectives.

  • Collaborate with CI/CD pipeline integration, containerization, and deployment using Jenkins, GitHub Actions, Docker/Podman, and Kubernetes on AWS.

  • Perform advanced troubleshooting, performance optimization, and root cause analysis for production systems.

  • Mentor less experienced developers, performing code reviews and establishing coding standards and best practices.

  • Collaborate with cybersecurity and product teams to ensure seamless integration of security and compliance requirements.

Education, Certification & Experience Requirements:

Education Required:

Bachelor's degree in Computer Science, Software Engineering, or related field.

Certification Required:

  • This position requires the ability to obtain and maintain a Public Trust background investigation in accordance with IRS and Department of the Treasury personnel security policies.

    • Minimum Requirements: Favorable Tier 2 - Moderate Risk Public Trust (SF-85P) investigation.

    • Elevated Eligibility: Tier 4 - High Risk Public Trust (SF-85P) investigation, if duties involve elevated system privileges, access to sensitive IRS systems, or handling Federal Tax Information (FTI).

    • Staff-Like Access: Contractor personnel must receive a favorable suitability determination before being granted staff-like access to IRS information systems.

    • Employment is contingent upon passing the required background investigation and maintaining eligibility throughout the period of performance.

  • CompTIA Sec+ (or equivalent baseline DoD 8570 IAT Level II certification) (Required).

  • AWS Certified Developer - Associate (or equivalent cloud certification) (Required).

  • Certified Scrum Developer (CSD) or other Agile-related certification (Preferred).

  • AWS Certified Solutions Architect - Associate or Professional (Preferred).

  • Certified Kubernetes Application Developer (CKAD) or similar container-related certification (Preferred).

  • Certified Secure Software Lifecycle Professional (CSSLP) or similar secure software development credential (Preferred).

Experience Required:

  • 10+ years of back-end development experience, including at least 7+ years in a senior or lead developer role.

  • Proven experience in Agile/Scrum environments delivering iterative, high-impact releases.

  • Familiarity with IRS cloud environments, FedRAMP, FISMA, and NIST 800-53 standards.

  • Hands-on experience with AWS cloud services, Kubernetes, Jenkins, Git, SonarQube, NexusIQ, and CI/CD pipelines.

Knowledge, Skills & Abilities:

  • Deep expertise in enterprise-level back-end frameworks, RESTful API development, and database design.

  • Strong understanding of federal cybersecurity and compliance standards, including NIST 800-53, FedRAMP, and FISMA.

  • Mastery of cloud-native development, containerization, and deployment pipelines in AWS/Kubernetes environments.

  • Advanced proficiency in secure software development, including encryption, identity management, and threat modeling.

  • Ability to architect and guide large-scale, mission-critical systems for security, scalability, and maintainability.

  • Ability to mentor developers and provide authoritative technical guidance to both internal teams and government stakeholders.

Working Conditions/Working Environment/Physical Demands:

  • This position is a remote position, with potential for periodic on-site presence in Washington, D.C., for key technical meetings, design sessions, or project milestones.

  • Hours of operation are M-F between 0800-1630.

  • Occasionally, project requirements may require temporary adjustment of work hours/days

  • Duties are subject to change based on the needs of the customer
