LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF CHILDREN'S SERVICES, REGIONAL HUMAN RESSOURCES DIVISION, SHELBY COUNTY

This is a DCS Field Services HR Director 1 position for the Central Office Human Resources Team. This position can potentially sit in any one of the counties listed.

This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.

Qualifications

Education and Experience: A bachelor's degree and experience equivalent to five or more years of full-time professional staff administrative and/or analytic work including at least, one year of human resources work. OR Four years of full-time increasingly responsible professional staff administrative and/or analytic work including at least, one year of human resources experience with the State of Tennessee.

Substitution of Education for Experience: Additional graduate coursework in human resources administration or other related acceptable field may be substituted for the required non-specialized experience, on a year-for-year basis, to a maximum of two years.

Substitution of Experience for Education: Qualifying full-time professional experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years.

Necessary Special Qualifications: Applicants for this class must:

  1. Must be at least twenty-one (21) years of age on the date of application;
  2. Be a citizen of the United States;
  3. Possess a valid driver's license prior to and during employment;
  4. Have a good moral character, as determined by investigation;
  5. Complete a criminal history disclosure form in a manner approved by the appointing authority;
  6. Have no conviction for a felony;
  7. Agree to release all records involving their criminal history to the appointing authority;
  8. Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
  9. Submit to and pass a pre-employment screening test for use of illegal drugs.

Overview

This classification is responsible for professional general human resources analytic work of considerable difficulty and human resources management and supervisory work of average difficulty in directing all human resources related activities for one or more DCS regions/facilities/program areas; and performs related work as required. This classification has a considerable workload. An employee in this class must be able to work independently with minimal supervision on assigned tasks. This class differs from the DCS Field Services HR Director 2 in that the later may supervise the DCS Field Services HR Director 1 or serve as a backup to the Agency's Deputy HR Director or Agency's HR Director.

  1. Interprets a variety of current human resources rules, regulations, policies, procedures, and documentation for internal business partners to facilitate understanding, enhance communication, and ensure compliance.
  2. Reviews proposed personnel actions submitted by supervisors to verify/recommend appropriate action using applicable laws/policies/procedures to ensure compliance and consistency across business unit.
  3. Evaluates employee concerns/issues to verify/recommend appropriate action using applicable laws/policies/procedures to ensure compliance and consistency across business unit.
  4. Monitors/evaluates hiring process using applicable laws/policies/procedures to ensure compliance and consistency across business unit.
  5. Maintains an open dialogue with subordinates, employees, and internal business partners to ensure effective and efficient communication regarding changes to policy/benefits/practices.

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:
