To succeed as a Cost Engineer, you must have:

  • A Bachelor’s degree in Engineering, Finance, or related field
  • Minimum 2 years of cost control experience in capital projects, ideally within the petrochemical or refining industry.
  • Skilled in EcoSys, SAP, Primavera, and Microsoft Excel (including PivotTables, VLOOKUPs, and data visualization).
  • Familiarity with cost engineering practices, major capital project execution, and working with EPC contractors.
  • Solid ability to analyze cost data, manage PO spend, and create professional reports and visual presentations.
  • PMP, AACE Certified Cost Technician (CCT), or similar project controls certifications are preferred.

 

As a Cost Engineer, you will:

  • Prepare variance analyses, cost forecasts, and monthly reports while maintaining accurate cost data in EcoSys and other tools.
  • Track purchase order spends, validate invoices, and manage change logs, ensuring all budget changes are documented and audit-ready.
  • Conduct trend and variance analyses, align cost forecasts with schedule progress, and provide actionable insights to project leadership.
  • Interface with schedulers, vendors, contractors, and finance teams to validate data, refine forecasts, and support financial alignment.
  • Ensure adherence to PEMEX Deer Park procedures, monitor contractor cost control compliance, and support continuous improvement in cost reporting.

PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the flexibility to process multiple grades of crude, producing high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products.
