Job Summary

Non-Represented Pay Band N11

Minimum: $176,950.00/annually - Maximum: $268,081.00/annually

Note: The negotiable salary offer will be between $176,950.00/annually - $236,551.00/annually (commensurate with education and experience.)

Reports To

Chief Maintenance Officer or designee.

Selection Process

The selection process for this position may include a skills/performance demonstration, a written examination, and a panel and/or individual interview.

The successful candidate must have an employment history demonstrating reliability and dependability; provide copies of certificates, diplomas or other documents as required by law, including those establishing his/her right to work in the U. S; pass a pre-employment medical examination which may include a drug and alcohol screen, and which is specific to the essential job functions and requirements. Examples of Duties

  1. Provides high-level, strategic administrative support to the Chief Maintenance Officer.

  2. Assumes full management responsibility for the services, activities, staff, and budget of the Training Division, either directly or through subordinate management staff; oversees other maintenance support divisions and/or functions as assigned.

  3. Oversees comprehensive maintenance tasks and projects associated with specialized work, activities, design, and analysis within maintenance support divisions including that of: Maintenance and Engineering Command Center (MECC), Training, Leaves/Management Support, and Maintenance Related Service Interruptions (MRSI).

  4. Directs the development and implementation of goals, policies, procedures, and performance metrics for assigned divisions; manages all activities relating to the development, preparation and dissemination of procedures, standards, directives and manuals.

  5. Establishes and maintains appropriate service and staffing levels in accordance with District policies; monitors and optimizes service delivery methods and procedures; allocates resources to meet operational needs.

  6. Plans, directs and coordinates, through subordinate staff, the Maintenance Support and Review Group's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.

  7. Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.

  8. Oversees the administration of capital improvement projects and major development projects; oversees and directs the work of consultant and contracted staff.

  9. Directs independent investigation of maintenance incidents affecting safety and passenger service; develops and implements safety programs; establishes tracking systems for monitoring maintenance incidents and safety violations.

  10. Monitors developments and legislation related to assigned areas of responsibility; evaluates potential impact on District operations; recommends and implements policy and procedural improvements.

  11. Selects, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

  12. Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

  13. Represents maintenance support divisions to representatives of manufacturers, vendors, governmental agencies and professional and business organizations; coordinates assigned activities with those of other departments and outside agencies and organizations.

  14. Provides responsible staff assistance to the Chief Maintenance Officer (CMO); participates on various District management committees; prepares and presents staff reports and other necessary correspondence requested by the CMO.

  15. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of transit operations, maintenance and safety.

  16. Performs related duties as assigned.

Minimum Qualifications

Education:
A Bachelor's degree in engineering, business administration, public administration or a closely related field from an accredited college or university.

Experience:
The equivalent of six (6) years of full-time professional experience in developing and managing maintenance policies, standards, and programs, which must have included at least two (2) years of management-level responsibility.

Substitution:
Additional professional experience as outlined above may be substituted for the education on a year-for-year basis.

Other Requirements:
Must be willing to work off shifts, weekends, and holidays, as assigned.


Knowledge and Skills

Knowledge of:

  • Operations, services and activities of comprehensive maintenance, installation and repair programs
  • Principles and practices of preventive maintenance and repair for station, wayside and infrastructure equipment
  • Principles and practices of project management, including scheduling and resource allocation
  • Principles and practices of program development and administration
  • Principles and practices of budget preparation and administration
  • Principles of supervision, training and performance evaluation
  • Office procedures, methods, and equipment including computers
  • Related Federal, State and local laws, codes and regulations

Skill in:
  • Overseeing and directing the management of comprehensive maintenance, installation and repair programs
  • Selecting, supervising, training and evaluating staff
  • Participating in the development and administration of division goals, objectives and procedures
  • Preparing and administering large program budgets and contracts
  • Preparing clear and concise administrative and financial reports
  • Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions and implementing recommendations in support of goals
  • Researching, analyzing and evaluating new service delivery methods and techniques
  • Interpreting and applying Federal, State and local policies, laws and regulations
  • Communicating clearly and concisely, both orally and in writing
  • Establishing and maintaining effective working relationships with those contacted in the course of work
