Description of Duties: The Executive Director of Capital Projects and Facilities Operations for the Durham Campus will be responsible for the comprehensive management of the capital improvement program and the efficient operation and maintenance of all facilities on the Durham Campus. Project Management/Capital Projects Design and Construction
Coordinate construction and renovation projects and/or programs across the Durham Campus to include preparing and/or evaluating proposed engineering designs, developing performance specifications and assisting in the supervision of project and/or program activities. Provide timely and effective communication regarding project scope, status and schedule to appropriate NCSSM personnel. Direct all capital projects to ensure capital spending plans are successfully executed and, where applicable, mandated or contractual deadlines, budgets, warranty and qualified standards are met with compliance. Utilize program management software tools to prepare reports and analyses setting forth progress, adverse trends and appropriate recommendations and/or conclusions. Manage communications to operations. Provide detailed field inspections of construction, renovation and deferred maintenance projects.
Facility Management
Facilitate the development of, and overall plan for, needed repairs and renovations for NCSSM Durham buildings and facilities, including master planning of utility infrastructure. Evaluate all NCSSM Durham buildings and facilities by using audits of the facilities to document their current condition and compliance with health, life safety, and building codes. Advise senior administration of existing NCSSM Durham facilities regarding life safety requirements; and make recommendations for corrective action. Assist in managing the daily operations of the Durham campus facilities including contracted services. Manage daily work orders, schedules, and coordination with customers. Engage with other campus departments to ensure strong and effective relationships exist. Coordinate with campus security and local emergency services as needed, and serve as a key member of the Emergency Response Team and other NCSSM committees as appointed.
Budget Management
Manage capital & facilities accounts and budgets. Approximately $5 million annually for operations, maintenance, and minor capital projects, and a separate capital projects budget, currently over $40 million and anticipated to reach $50 million. Forecast and report on costs for all project phases from inception through completion Evaluate invoices pertaining to projects, document costs and analyze their impact relative to anticipated costs. Utilize consistent coding within projects. Provide regular reports on facility operations and project updates.
Facilities Inspections
Inspect buildings for renovation, repair, and code compliance needs. Perform and maintain a thorough assessment of existing facilities.
Space Planning and Management
Consult with management on current space utilization. Prepare space utilization reports as requested. Work with management to optimize space utilization. Advise internal customers on space utilization improvements and planning options.

Knowledge, Skills and Abilities / Competencies

The successful candidate will possess:
Working knowledge of government building codes; NCSSM and UNC System Guidelines; Laws of the State of North Carolina; National Fire Protection Codes; and applicable industry standard practices for construction tolerances. Knowledge of the concepts yielded by National Fire protection Codes and North Carolina Office of State Construction regulations pertaining to Life Safety Systems is essential. Knowledge of state and federal rules and regulations governing NCSSM - Durham systems including, but not limited to OSHA and ADA requirements along with federal EEO protections. Ability to develop plans to accomplish work operations, objectives, goals, and policies. Ability to interface with designers to develop project specifications that meet business needs. Ability to plan regular and preventative maintenance schedules for facilities equipment. Ability to effectively manage the recruitment, selection, performance evaluation, and, when necessary, the counseling and discipline of employees and contractors.

Minimum Education and Experience Requirements

Post-baccalaureate degree in Architecture, Engineering, Business Administration, Construction Management or related field and a minimum of five years of related professional experience. A bachelor's degree in a relevant field plus seven years or greater of substantially relevant experience may be substituted for the advanced degree. Preferred: Minimum (5) years of progressive management experience in the field of design and capital construction, from programming through capital closeout. The ability to obtain AIA, or PE license from NC is desirable but not required. Must possess a valid driver's license with no serious driving-related convictions. All degrees must be received from appropriately accredited institutions.
