Kalman & Company is seeking to hire a Science & Technology Analyst Level IV for an onsite position located in Edgewood, MD.

Primary Responsibility:



  • The contractor shall evaluate science and technology products to determine their effectiveness, to include conducting Technology Readiness Assessments (TRAs).
  • The contractor shall assist in the review of policies, plans, and procedures for emergency management operations.
  • The contractor shall interface with the customer to expedite the transition of technology to the user. In addition, the contractor shall develop Technology Transfer Agreements (TTAs).
  • The contractor shall evaluate proposed user requirements and analytical equipment.
  • The contractor shall evaluate test and analytical methods for component-level evaluations being performed by the Prime.
  • The contractor shall prepare and/or review test plans for component-level performance testing.
  • The contractor shall evaluate raw data generated from testing and data analyses performed by the Prime.
  • The contractor shall identify and resolve issues pertaining to Personal Protection Equipment (PPE) and Test Readiness Evaluations.
  • The contractor shall make sound and timely recommendations to facilitate decision- making.
  • The contractor shall provide input, guidance, and advice on the development of decisions models used to reduce the number of candidate systems for consideration.
  • The contractor shall draft the CBRNE Commercial Off-the-Shelf (COTS) Annual Modernization Plan, detailing the entire COTS modernization process, which will be used as part of the Joint Capabilities Integration and Development System (JCIDS) process to justify Program Objective Memoranda (POM) submissions.
  • The contractor shall review and provide comments on high-level documents (e.g., requirements documents, Concept of Operations (CONOPS), Standard Operating Procedures (SOPs), test plans, Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), Engineering Change Proposals (ECPs), Configuration Management Plans (CMPs), etc.).
  • The contractor shall draft briefings for command-level reviews to discuss technical alternatives between competing CBRN technologies.
  • The contractor shall engage in open and collaborative communication at meetings (e.g., briefings, presentations, etc.) regarding science and technology innovations.
  • The contractor shall review cost estimates for operating costs of analytical equipment.
  • The contractor shall conduct meetings to determine available funding and to evaluate and prioritize user needs.
  • The contractor shall research and provide audience-tailored answers to inquiries concerning analytical instrumentation and methods, laboratory equipment and operations, new technologies, and other related areas.
  • The contractor shall review analytical methods for completeness and level of effort required, making recommendations in information papers.
  • The contractor shall evaluate organizational processes, strategic objectives, and operational plans for consideration as potential Lean Six Sigma projects.
  • The contractor shall implement and provide oversight on Lean Six Sigma projects initiated across the Joint Product Management (JPM) office.
  • The contractor shall develop a tailored Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) assessment which supports total package fielding of items to a variety of DOD customers.
  • The contractor shall track funds and fielded equipment, consistent and in accordance with JPEO-CBRND methods.
  • The contractor shall draft commercial off-the-shelf (COTS) procurement assessment packages, which contain all the information used and produced during the COTS modernization process.
  • The contractor shall function as the primary point of contact for the JPEO-CBRND Materiel Fielding Tracker Tool (MFTT) and for the JPEO-CBRND Knowledge Center Support System (KCSS).
  • The contractor shall maintain and manage a SharePoint site.


The salary range for this position is $100K/year -$130k/year. The salary range for this position is a general guideline only and is not a guarantee of compensation. Kalman considers factors such as, but not limited to, position responsibilities, education, work experience, knowledge, training, skills, and business considerations when extending an offer.

Minimum Requirements:



  • US Citizenship is required.
  • An Active Secret Clearance is required.
  • Must possess a master's degree in technical subject discipline (engineering, science) with eight (8) years' experience.
  • Experience in development and/or planning, reviewing, executing, and reporting on technology and tradeoffs for continuous, incremental product improvement. Experience in DoD integrated Science and Technology, Research and Development acquisition, production, and deployment.
  • Tradeoff Requirement: Possesses Bachelor's Degree in technical subject discipline with fifteen (15) years' experience in lieu of technical master's degree.
  • The contractor shall be able to use the Microsoft Office Suite of software applications (e.g., Outlook, Word, Excel, Power Point) to create and maintain documents and communications.
