North Wind Site Services is focused on providing engineering, program management, environmental remediation services including investigation and characterization, environmental restoration, unexploded ordnance/military munitions response (MMRP), regulatory public involvement services, environmental compliance, logistics, and records and facility management.

POSITION PURPOSE:

The D&D Specialist provides support to the development and execution of the Lawrence Livermore National Laboratory (LLNL) Technical Assistance Contractor (TAC) Program for oversight of decontamination and demolition (D&D) operations at LLNL. He/she will be part of our on-site team representing the TAC on behalf of our TAC Program Manager in performing oversight of D&D activities on multiple projects, reviewing demolition contractor submittals, monitoring field activities, and communicating with multiple parties to ensure the timely, safe, and compliant achievement of project goals. This is primarily a liaison position requiring high-level technical knowledge and strong interpersonal skills.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Develop and implement LLNL TAC programmatic documents.
  • Support development, implementation and maintenance of Department of Energy (DOE) programmatic oversight and integration documents such as the Project Execution Plan, baseline, quality assurance implementation plan, interface agreements, etc.
  • Serve as a subject matter expert having substantive knowledge of and experience with environmental remediation and D&D of radiologically contaminated facilities in a DOE governed setting.
  • Serve as subject matter expert having substantive knowledge of and experience with non-radiological hazards such as asbestos, Beryllium, lead and similar non-radiological contaminants.
  • Provide subject matter expert review of demolition contractor technical and administrative submittals.
  • Provide subject matter expert consultation with DOE-EM, NNSA, and LLNL on topics related to D&D.
  • Work constructively with DOE, USACE and/or other government agencies.
  • Demonstrated experience overseeing and integrating operations / construction, work control and planning, finance and accounting, project controls and scheduling, safety, radiation protection, quality, industrial hygiene, procurement, and engineering on DOE sites on complex projects.
  • Ensure work is performed according to approved project plans, procedures, and policies.
  • Coordinate multiple disciplines including: operations, safety, industrial hygiene, quality, engineering, transportation and waste management, radiation protection and other functional groups on the project, as well as contracts management.

ADDITIONAL DUTIES AND RESPONSIBILITIES:


  • Develop schedules and budgets. Interpret progress schedules and cost accounting reports. Develop, evaluate and interpret production and earned value metrics. Track project progress and planning activities with Primavera scheduling and Deltek Cost Point accounting software.
  • Develop budgets and schedules for future work; lead/participate in negotiations with client; develop estimates to complete (ETC) and estimates at completion (EAC) for ongoing work.
  • Prepare and/or oversee the preparation of project deliverables.
  • Participate in periodic project review meetings (internal and external).

MINIMUM QUALIFICATIONS:
Education and Experience:


  • Bachelor's Degree or higher from an accredited college or university in a relevant field of study
  • 10+ years of relevant, practical experience in a subject field that demonstrates considerable experience in Decontamination & Decommissioning (D&D), Decontamination & Remediation (D&R), Safety & Health (S&H), infrastructure, and operations oversight.
  • Broad knowledge of industry standards and practices
  • Subject matter expertise can include, but is not limited to engineering, nuclear, construction/deconstruction, specialized regulatory/environmental/waste management, chemical processing, etc.

Skills and Abilities:


  • Demonstrated ability to interface with clients and manage expectations to ensure satisfaction.
  • Skilled in PC usage and associated software including MS Office (Word, Excel, Access and PowerPoint).

Special Requirements:


  • Must be able to pass a pre-employment drug test and background check.
  • Must be able to work overtime and travel as needed.

PREFERRED QUALIFICATIONS:


  • Registered Professional Engineer
  • Project Management Professional
  • DOE experience preferred.
  • Nuclear facility experience preferred.
  • Waste management experience preferred.
  • HAZWOPER and Rad Worker Training Preferred.

PHYSICAL DEMANDS:


  • Able to climb ladders, walk outdoors and around job sites
  • Lift up to 40 lbs.

WORKING ENVIRONMENT:


  • Indoors and outdoors.
  • Work around heavy equipment, moving parts, and occasional loud noise.
