Job Announcement

Primary responsibility will be to develop and implement change management strategies and plans that maximize employee adoption and usage of required changes. These responsibilities also include plans and efforts to anticipate and minimize resistant behaviors from employees and stakeholders who are impacted by the changes. The position will be part of a highly technical Agile/SCRUM team tasked with the development and enhancement of the Focus/SAP platform. Enables key features and capabilities as prioritized by the business and leveraging them to define and implement complete customer-facing business solutions. As a member of an agile team, will be supporting all efforts to communicate the changes, along with ways to reduce their impact on employees. Develops training programs and documentation to help managers and supervisors implement various practices that would make any transition easier on the employees. Responsible for all aspects of iterative software development lifecycle, focused on delivering and maximizing business value with each development iteration engaging with product owners to help prioritize and size increments of work, and working with the team to design, develop, test, integrate and demonstrate new features and capabilities.

This position also:

  • Provides hands on support of change/configuration management activities including the process for change requests (submitting, approving, developing, testing, and migrating to production). Administers FOCUS Change Management program in accordance with established policies.
  • Provides technical/functional reviews of change requests and work with system integrators on refining and preparing CRs for Management approval.
  • Performs quality control on each change request (CR) ensuring that CRs have been properly documented and submitted for review and approval.
  • Communicates, collaborates, and coordinates with business and development teams to ensure proper tasks and activities relate to CRs.
  • Provides weekly and monthly CR reports and work with project teams on CR deficiencies to ensure policy standards.
  • Provides project support and have knowledge of large IT program change control processes for change, configuration, and requirements management.
  • Assists with knowledge sharing sessions for developing Standard Operating Procedure (SOP) documents.
  • Works with other agencies on provisioning tasks related to hiring new employees, updating current roles and various other provisioning tasks.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a degree in information systems, computer technology, business,economics, or related field, plus three years programming/analysis experience in a complex information systems environment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • 5 years of experience in directly implementing and maintaining project change/configuration management policies, plans, and procedures.
  • 5 years of experience in organizational change management.
  • 3 years of experience in application development using any of the following languages SAP ABAP, JAVA , ASP.NET, SQL, JAVA Script and working with COTS products.
  • Excellent written and verbal communication skills with the ability to explain complex technical concepts to non-technical staff.
  • Experience documenting business and system requirements, processes, workflows, and test plans.
  • Considerable knowledge of the capabilities of information technology software, hardware, and network communications.
  • Strong problem-solving ability, critical thinking skills, creative/innovative thinking ability, and desire to learn new skills and techniques.
  • Demonstrated ability to work in a collaborative and team framework that incorporates outside agency and contract staff.
  • Excellent time management skills and attention to detail.
  • Stays abreast of both IT and data analytics trends.

PHYSICAL REQUIREMENTS:
Work is generally sedentary and performed in a normal office environment. All duties performed with or without reasonable accommodations.
