Basic Function

Accountable for providing technical support for the daily operation of the site logistics department. Manage the daily production activities for the logistics department, define operational issues and promote solutions. Also responsible for maintenance issues in the logistics department and serves as the interface between Operations and Maintenance organizations.

Roles & Responsibilities

  • Attend daily JV joint rail operations meetings, develop relationships with all partners and leverage influence to ensure expectations are communicated and managed.
  • Interface with the operations planners to discuss plant operation, production, and business needs. Ensure rolling stock can support production plan.
  • Provide technical support to customer service, sales, and marketing with customer issue resolution.
  • Perform assessments for corporate initiatives and standards, identify gaps, and provide options for resolution.
  • Create Project Initiation Forms and perform walkthroughs with project groups to well define scope. Provide technical data to support the design and participate in construction sequencing.
  • Transportation/Distribution incident coordinator: Enter incidents into Intelex, perform investigations, determine causal factors and provide corrective actions. Create and complete action items, enter transportation/distribution consequences.
  • Respond to transportation related incidents on and off site that involve materials originating from the LKO facility. Provide direction and information to emergency responders for issue resolution.
  • Investigate, provide findings and corrective actions for Quality Notifications (QN's) to corporate teams to prevent reoccurrence.
  • Serve as LKO Site Hazmat Coordinator - Review hazardous material transportation standards, procedures, and practices to support Logistics Compliance with applicable DOT and other shipping regulatory requirements. Act as the principal communicator for the site for all DOT/shipping related issues including changes in regulations. Participate in global Rail Safety Network activities and Quarterly Hazmat Meetings with other Site Hazmat Coordinators and Logistics Compliance. Drive changes to company standards, procedures, and practices. Participate in site internal and external DOT audits. Review transportation compliance audit findings. Communicate any regulatory impacts to the area operations manager and site Leadership Team.
  • Serve as Contractor Host for department 3rd party vendors on an annual basis to ensure they understand the scope of work to be performed, the procedures applicable to the work to be performed and requirements to perform work within the facility in a safe, efficient manner. Ensure vendors are approved in GAPS and ISNetworld before performing work on site.
  • Develop and maintain rail track capacity and infrastructure capabilities for Log Ops, monitor site railcar counts to ensure efficient switching operations and notify Log Ops when counts are approaching capacity triggers.
  • Develop and maintain LKO railcar fleet specifications.
  • Provide scrap production calculations to operating units for monthly and annual metrics.
  • Manage inbound and outbound traffic flow in SIT yard, provide expert support to Log Ops for resolving regional rail operational issues, and assist with origin switch issues.
  • Conduct month end close (MEC) accounting activities for material balance, assist Log Ops and Inventory Planners with the same.
  • Ensure One Time Move Authorizations (OTMA) applications are created and forwarded to DOT for hazardous material railcars being sent to shop for repair prior to requesting billing and releasing into transportation.
  • Approve Service Entries in SAP for payment on Purchase Orders issued through requisitions generated for work within department. Maintain a log with approved SE's against budget to ensure adequate funds are available for outstanding work.
  • Provide training to new Inventory Planners, Plant Logistics Operations Specialists, and Account Specialists about yard operations and plant capabilities.

Roles & Responsibilities (continued)

  • Schedule 3rd party vendor to perform site rail track PM and inspection. Obtain rail and track inspections, prioritize repairs based on ranking, develop rail repair plan, and obtain quote from vendor for repairs.
  • Serve as site point of contact for state and federal transportation regulatory agencies. Facilitate announced and unannounced site visits from inspectors, report findings to site leadership.
  • Investigate Notice of Violations (NOV's) issued by the Federal Railroad Administration (FRA). Facilitate civil penalties payment and ensure site leaders, Legal, and Logistics Compliance are notified as necessary.
  • Ensure department standard operating procedures are up to date and accurate through necessary reviews and feedback from end users.
  • Create, modify, and maintain department procedures and associated sitewide safety procedures.
  • Manage RGP, Crude C4, LAC, and HAD tank levels and ensure loadouts are planned and executed.
  • Serve as site Rail SME and backfill Rail Specialist role as necessary
  • Manage railcar fleet with cradle to grave responsibility-Maintain fleet sizing model to ensure proper sizing of fleets, ensure fleets meet LYB specifications for each product service, ensure cars are not idle in intermediate and serving yards, ensure cars are not off route. Request Change of Service (COS) or additional cars as necessary to maintain site production rates.
  • Manage site's Bad Order process, ensure fluid communication occurs between JV parties and shared assets, establish and manage protocols for the switching and prioritization of car repair.

Minimum Qualifications

  • High School diploma (or equivalent) required
  • This position requires minimum 6 years of Supply Chain or Logistics experience
  • To effectively perform the duties of this position, the individual must possess and demonstrate a thorough technical understanding of plant chemical processes, unit operations, and federal transportation regulations. Strong leadership and interpersonal skills are required due to the frequent interaction with department, maintenance and unit operations personnel, federal authorities, business management and other functional corporate groups. This position supports the shift organization in a 24 hour, 365 day per year operation.
