Kempsville Center for Behavioral Health invites applications for the position Director of Plant Operations. Located in Norfolk Virginia, Kempsville Center for Behavioral Health is a leading community partner providing acute, residential, and Partial Hospitalization treatment for children and teens exhibiting behavioral and/or mental health concerns. The hospital is dedicated to providing high quality care to children, adolescents and their families. We provide quality care to children and adolescents in need, using quality, evidence based practice treatments. Founded in 1986, Kempsville Center for Behavioral Health is an 106-bed hospital facility accredited by The Joint Commission (TJC), and licensed by the Commonwealth of Virginia and The Virginia Department of Behavioral Health and Developmental Services (DBHDS).

Reporting to the Chief Financial Officer (CFO), the Director of Plant Operations is responsible for coordinating and managing hospital programs which ensure the safe and reliable operations of the physical plant, and technology of the facility. The DOP provides services that support the residential environment of care, and ensures compliance with all Federal, State, Local, regulations, including those applicable to, and in concert with The Joint Commission.

Additional duties and responsibilities include:

  1. Supervises and directs the operation of Plant Operations by developing preventative maintenance programs and ensures physical plant facility are environmentally and physically safe.
  2. Manages daily and weekly work order system to ensure maximum customer service; manages outside contracts which are inter-related with total plant operations.
  3. Oversees and manages departmental budget - monthly operation issues and capital expense processes; trains plant operations staff in the safe operation of the facility.
  4. Ensures all fire drills and safety checks are conducted, as required.
  5. Monitors the sanitation and cleanliness of facility to ensure compliance with all applicable and accrediting standards, licensure requests, and infection control guidelines.
  6. Manages the following areas of the hospital: buildings and grounds, safety, housekeeping and environmental services.

Qualifications

  1. Significant experience overseeing and managing facility operations, including engineering, HVAC systems, building construction, and maintenance; preferably in a hospital environment.
  2. Demonstrated knowledge of infrastructure based operations, specifically, as it relates to electrical, HVAC, plumbing, building construction, and fire safety.
  3. Demonstrated ability to communicate effectively, both verbally and in writing.
  4. Knowledge of contract management, bidding, project management, and contract negotiations.
  5. Must be able to handle multiple competing task, with minimum supervision, and take initiative on matters of revolving urgency.
  6. Demonstrated ability to manage and supervise the work of multiple staff members, and prioritize duties and responsibilities, including performance management.
  7. Demonstrated knowledge of the Joint Commission accreditation standards applicable to building operations and environmental services.
  8. Demonstrated ability to train plant operations staff in the safe operations of facility tools, equipment, machines, and systems.
