FULL SALARY RANGE: $62,963-$98,380

The Financial Analyst is responsible for auditing and preparing monthly financial data, participating in the preparation of the quarterly and annual financial statement and developing budget proposals. This position serves as a fiscal liaison with the Community Services Division, State and Federal agencies and other departments throughout the County and assists in the implementation and development of programs to improve existing systems and policies. Performs complex accounting and budgeting activities, involving moderately high to high level of decision making, under very minimal supervision. Prepares financial information for both internal and external entities.

Location & Schedule
This is a hybrid position that offers a mix of telework and in-person work at various county buildings. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.)


Minimum Qualifications

  • Bachelor's Degree in Accounting or in a related field
OR
  • Associates Degree AND two years experience working in business or governmental accounting.
OR
  • An equivalent combination of education and experience to total four years.
PREFERRED QUALIFICATIONS BEYOND MINIMUM REQUIRED:
* Financial analysis or accounting experience in a Human Services organization and/or state systems.

Duties & Responsibilities

ESSENTIAL JOB FUNCTIONS:
1. Review and analyze current and proposed departmental budgets; provide expense and revenue reports and projections.

2. Analyze departmental fiscal performance to determine deviations from the budget.

3. Recommend solutions or alternatives for action relating to assigned research and analysis.

4. Research data or information regarding specific operations or budgeted programs.

5. Prepare departmental budget and status reports including creating spreadsheets and graphs.

6. Develop various financial statements and reports as needed for internal budget management, grant tracking and external reporting purposes.

7. Assist in the budget process through coordination with Social Services program areas and implementation of budget assumptions and themes.

8. Develop and maintain chart of accounts and internal controls for designated funds.

9. Work jointly with Financial Services in preparing quarterly SEAGR report and grant reporting

10. Monitor Maintenance of Effort (MOE) obligations

11. Collaborate with stakeholders and staff to ensure program or services funding and reporting are accurate and meet requirements.

12. Serve as departmental subject matter expert (SME) for fiscal systems including but not limited to Dakota County's ERP and the Social Services Information System SSIS).

13. Liaison with Community Services Contracts , Finance and Purchasing Units to ensure payments and revenues are in compliance with contractual obligations.

14. Ensure and develop proper procedures around general accounting principles and business practices.

15. Represents the Department as assigned or requested

16. Performs other duties as assigned.

Knowledge, Skills & Abilities and Work Environment

  • Knowledge of current governmental fund accounting and reporting standards.

  • Skill and ability using SSIS and customization. (BRASS codes, etc.).
  • Skill and ability to continuously upgrade usage of Microsoft Office Products with advanced excel knowledge.

  • Ability to lead meetings and collaborate with departments and others.

  • Ability to prioritize and perform multiple tasks based on deadlines and importance.

  • Ability to adapt to changing work situations and requirements.

  • Ability to interact well with all personal styles and motivate others.

  • Ability to communicate effectively both orally and in writing.

  • Ability to establish and maintain effective working relationships with others.

Work Environment: Hybrid schedule. Work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
