Financial Analysts are responsible for preparing monthly financial data, as well as participating in the preparation of the annual financial statement and development of budget proposals. This position serves as a fiscal liaison with other departments throughout the County and assists in the implementation and development of programs to improve existing systems and policies. Financial Analysts perform broad or complex accounting activities, involving a high level of decision-making and responsibility within the Dakota County accounting system under minimal supervision. Other responsibilities may include auditing and balancing accounts, daily bank reconciliations, assisting with banking relationships, initiating bank transactions, cash flow and forecasting analysis as well as investment transactions and tracking.

Location & Schedule
This is a hybrid position that offers a mix of telework and in-person work at various county buildings. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.)


Minimum Qualifications

  • Bachelor's Degree in Accounting or in a related field
OR
  • Associates Degree AND Two years experience working in business or governmental accounting.
OR
  • An equivalent combination of education and experience to total four years.
PREFERRED QUALIFICATIONS BEYOND MINIMUM REQUIRED:
* Master's Degree in Accounting or in a related field
* Experience working with Oracle Enterprise Resource Planning system

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions. The duties and responsibilities listed below are for the Financial Analyst position.

1. Review and analyze current and proposed departmental budgets.
2. Assist in the development of county-wide and departmental financial policies and procedures.
3. Prepare and analyze comprehensive financial statements.
4. Meet with departments to discuss fiscal matters and recommend changes where appropriate.
5. Develop various financial statements and reports as needed for internal management and external reporting purposes.
6. Prepare and process accounting transactions within one or more areas of emphasis including preparation and approval for input data and proofing of output.
7. Develop and maintain accounting systems, including internal control requirements for designated funds, departments, divisions or programs of the County.
8. Develop and maintain reporting systems using various mediums such as spreadsheets and databases.
9. Develop and prepare various financial statements and reports as needed for internal management and external reporting purposes.
10. Establish moderately complex cash management/accounting procedures and processes.
11. Monitor the county's cash flow and investments.
12. Ensure proper general ledger classification and recording of financial transactions.
13. Reconcile and review general ledger accounts, identifying and resolving discrepancies.
14. Ensure compliance with Governmental Accounting Standards Board (GASB) principles and regulations.
15. Perform other accounting tasks as assigned.

Work Environment
Hybrid schedule. Work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
