Job Summary

Under minimum supervision with emphasis on coordinating insurance coverage and alternative risk financing, is responsible for the organization's risk management loss prevention activities, which include identifying and analyzing exposures to loss, managing exposures by determining the most feasible method of loss control, implementing loss prevention and control techniques, and monitoring the results of implemented strategies. On a day-to-day basis, will provide oversight of the Worker's Compensation Program and non-clinical claims against the organization, interfacing with staff, third party administration companies, claimants, claim adjusters, brokers and oversee outside legal counsel to obtain equitable resolution of claims.

Essential Functions:

  • Insurance Program Administration
    * Based upon identification and analysis of risk exposures, facilitates and administrates the most cost effective form of financing the identified risks taking into consideration retention levels, transfer options, and the level of acceptable risk within the organization. Responsible for determining the levels or retention in the purchase or self-funding of various liabilities and exposures, including property, fleet automobile, professional liability, workers' compensation, E&O, Cyber, and other specialty insurance programs to best protect the assets of the organization. Completes the renewal applications for purchased policies, related bonds and prepare data for related required actuarial studies and audits for these programs.
    * Complete the documentation required for the semiannual State surcharge, the annual license renewal and the State required bond renewal as required for the Denver Health self-funded workers' compensation program.
    * Manages individual insurance policy requirements.
    * Manages relationships with third party service providers including brokers, insurers and Third Party Administrators.
    * Interacts with broker to obtain and maintain most cost effective insurance rates, services and programs.
    * Under indirect supervision, coordinates, administers, and oversees the self-insured workers compensation program.
    * Reviews current insurance and workers' compensation legislation to determine necessary changes in insurance requirements and coverage.
    * Provides assistance and guidance to departments regarding liability, risk issues and contract provisions.
    * Facilitates and assists with property inspections by the property insurer including types of building construction, machinery, boilers, pressure vessels, fire pumps and fire suppression equipment.
    * Maintains a real property inventory and valuation, reporting changes to the broker.
    * Maintains a vehicle inventory, reporting changes to the broker.
    * Chairs or attends appropriate committees.
    * Supports, complies with, and matures insurance program processes.
    * Prepares the insurance component for the annual Risk Management budget.
    * Obtains certificates of insurance upon request.

  • Claims Management (Excluding Medical Professional Liability)
    * Reviews initial claim/Notice of Claim and coordinate reporting system technologies including the Denver Health "OUCH" line.
    * Reports claim to insurance company per policy requirements.
    * Completes a detailed claim investigation.
    * Coordinates major motor vehicle accident adjusting through authorized TPA.
    * Recommends to Director, Risk Management and/or General Counsel disposition of claims.
    * Confers directly with claimants, attorneys, carriers and adjusters.
    * As appropriate, drafts settlement agreement.
    * If litigated, in conjunction with General Counsel, selects defense counsel.
    * Assists defense counsel.
    * Resolves claim as appropriate and cost effective.
    * As appropriate, participates in mediation hearings.
    * Generate detailed reports on losses and claims history as requested.

  • Safety and Loss Prevention
    * Develops and implements new approaches to loss prevention and control.
    * Evaluates area of loss and implements/coordinates corrective actions.
    * Partners with the Director of Safety and Environment of Care to mitigate potential safety and hazardous concerns.

  • Educational Services
    * Manages the planning, development, and presentation of educational material to organization personnel to enhance the awareness of their role in reducing work injury and liability exposures.
    * Keeps necessary job knowledge/technical skills current.

Education:

  • Bachelor's Degree required.
  • In lieu of Bachelor's degree, 4-6 additional years of experience required.

Work Experience:

  • 4-6 years of directly related experience required.

Knowledge, Skills and Abilities:

  • Exhibit good judgment, strong analytical skills and evaluation of risk in order to develop and maintain effective loss prevention/control processes, including the management of an encompassing insurance program;
  • Possess excellent interpersonal skills to effectively work with all levels of organization staff and at times individuals outside of the organization to effectuate change and produce results;
  • Manage non-clinical claims brought against the organization;
  • Effectively educate and train staff with respect to risk management loss prevention/control principles;
  • Be highly self-motivated with the ability to function independently and as part of a team in a fast-paced environment with minimal supervision and direction.
