Job Family Description

Emergency Services personnel safeguard individuals, property, and assets against potential emergencies. They assess emergency risks, develop continuity of operations (COOP) plans, implement trainings, drills, facility qualifications, and establish preventative measures. They ensure compliance with emergency preparedness/response procedures and requirements.

Discipline Description

Emergency preparedness roles focus on developing, implementing, and coordinating plans and strategies to effectively respond to and mitigate various emergencies and disasters. Emergency preparedness professionals develop and maintain emergency plans and procedures, assess risks and vulnerabilities, identify response strategies, and manage drills.

Some Typical Duties & Responsibilities Include:

* Knowledge of DOE O. 151.1D, "Comprehensive Emergency Management System," which outlines the requirements for planning, preparedness, and response to emergencies arising from Department of Energy (DOE) operations.
* Perform quarterly assessments on current emergency plans and procedures to ensure they are up-to-date and relevant to potential threats or changes in the environment.
* Create detailed plans for each drill or exercise. This includes defining the scope, establishing timelines, developing specific scenarios or tasks, and determining the resources needed.
* Review After-Action Reports (AARs) for site/facility exercises.
* Monitor the completion of corrective actions within the Site Tracking, Analysis, & Reporting (STAR) system.
* Participate in drills and exercises.
* Serve as a member of the Emergency Response Organization (ERO).
* Serve on the Infectious Disease Response Team.
* Establish clear procedures that align with the CAS requirements. This includes documentation of processes to monitor, assess, and improve contractor performance.
* Review and update Emergency Management (EM) Job Task Analyses (JTAs).
* Evaluate Hazard Analysis and address the likelihood and potential consequences of each identified hazard, considering worst-case scenarios.
* Conduct facility walkdowns to observe the use and storage of hazardous materials

Required Qualifications

* Bachelor's degree in relevant field plus at least two years of experience (YOE) in a relevant role, OR Master's degree in relevant field
* Equivalencies to experience and education requirements will be considered
* Technical Experience: Experience in Emergency Management
* Drill / Exercise Experience: Experience preparing, conducting, or evaluating drills and exercises
* Strong planning, organization, and leadership skills.
* Outstanding communication skills (verbal and written)
* Strong organizational skills
* Planning and delivering presentations to a variety of audiences
* Possess knowledge and experience in facilitating seminars, workshops, and exercises
* Ability to work on multiple assignments and projects and prioritize associated tasks
* Ability to serve on the Emergency Response Organization

* Ability to conduct causal analysis to understand the sequence of events and contributing factors that led to an incident.
* Develop corrective actions to address identified root causes and prevent recurrence.
* Perform effectiveness reviews to evaluate the implementation and performance of corrective actions, ensuring they adequately mitigate the identified risks.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
