Summary Description:

Electrical and OT Engineer is responsible for all hardware, network, and computer support related functions for Consolidated Water Power Company, a public utility providing power to one Billerud division, three other paper manufacturers and other local businesses and households. The role includes supporting the day-to-day hydro and power distribution operations computing and network requirements with operational events that arise. The successful candidate must have a wide business background combined with a broad technical skillset in both hardware and software applications.

Qualifications

Key Accountabilities:

The position includes involvement in the following:

  • Local and wide area networks, including fiber-optic connectivity between remote locations.
  • Windows servers and workstations and firewalls
  • Video surveillance systems and security control systems
  • Cloud based phone systems
  • Daily operational reporting
  • Customer billing application
  • Customer facing web site
  • Federal Energy Regulatory Commission cyber security compliance.
  • Ensure execution of the Project Delivery Process (PDP) in the design, development, and implementation of information systems solutions.
  • Ensure execution of the Value Management Process to obtain business governance review and disposition of planned investments in information technology solutions.
  • Manage relationships with service providers, where applicable, to ensure that services meet the requirements of CWPCO's systems.
  • Establish and manage to annual capital and operational budget for scope of responsibility.
  • Develop and maintain the data collection, analysis and reporting requirements for CWPCo.
  • Provide engineering support needed on CWPCo electrical infrastructure.
  • Work with the CWPCo Resource Manager, reviewing physical and cyber security to ensure compliance requirements.
  • Support Operations to ensure operational availability and reliability
  • Ensure appropriate security mechanisms are in place for CWPCo applications.
  • Develop and negotiate favorable hardware and software license, maintenance, and SaaS (Software as a Service) contracts.
  • Ensure that backup systems and networks are in place and tested to meet the requirements of needed for the three FERC defined High Hazard Dams at CWPCo.
  • Collaborate with Sr. Electrical Engineer on priorities and balancing workload.
  • Support the maintenance of SCADA software and hardware.
  • Respond to emergency calls after hours, weekends, and holidays as required.
Personal qualities

Required Experience and Education:

Education:

  • Minimum bachelor's degree in Electrical Engineering with a preferred emphasis in Computer Science, Computer Engineering, or equivalent.
  • Preferred 10 years of utility or manufacturing related experience.

Travel: Negotiable

Required skills:

  • Strong competencies and hands-on experience in all dimensions of information technology (technology, processes, security, project implementation).
  • Strong communication and interpersonal skills with the ability to communicate.
  • Working knowledge of the utility businesses and functional areas.
  • Exceptional leadership, analytical abilities, and computer skills (Microsoft Office).
  • Strong technical, problem solving, decision-making, and project management skills.
  • Self-starter able to work effectively with minimal direct supervision.
  • Ability to work in a flexible work environment.
  • Ability to interact effectively with all levels of the organization and work in a team environment.
  • Ability to handle multiple time sensitive projects and issues.
  • Knowledge of electrical power systems, including short circuit analysis, protective relaying coordination basics, arc flash and load flow studies.

Preferred Skills:

  • Broad understanding of CISCO networking and Palo Alto firewalls
  • Microsoft toolsets include Servers / Active Directory / WSUS
  • SQL database knowledge with the ability to extract and manage large databases
  • AutoCAD drawing design and programming skills
