Overview

R&P is looking for a journeyman hull, mechanical, and electrical naval engineer who wants to join our team. We are a small-sized defense contractor providing Engineering, Logistics, Program Management and Technical Services to government clients. We need an engineer with a minimum of 7-years experience who is ready to join a fast-paced and exciting work environment leading the system safety engineering aspects in support of the U.S. Navy's Amphibious Warship design team.



Responsibilities

    Provide general engineering/technical support for concept studies, feasibility studies, independent design reviews, In-service ship design and engineering activities, and shipboard installation support.
  • Assist in development, review, and update of technical sections of the Requests for Proposal (RFP) the Navy is generating for solicitation to shipyards.
  • Perform Program Risk Assessments and Analyses in areas to include determination and quantification of risk areas, risk management of program objectives, risk avoidance practices, risk analyses recommendations, and risk mitigation and monitoring through metrics.
  • Provide support for environmental and system safety.
  • Assist the programmatic and technical authority to implement DoD, SECNAV, OPNAV, and NAVSEA environmental and system safety requirements and policies.
  • Provide system safety input to the program's Systems Engineering Plan, Programmatic Environment Safety and Health Evaluation, system requirements, statements of work/statements of objectives, and requests for proposals.
  • Review Contractor delivered safety products and provide feedback on adequacy, gaps, and issues.
  • Develop required program documents such as the System Safety Program Plan (SSPP).
  • Provide support to Human Systems Integration across all ships/system boundaries and interfaces with emphasis on human factors engineering, human performance, manpower, personnel, survivability, system safety, training, and quality of life related to ship and/or system design.
  • Provide comprehensive, detailed, and timely communications and reports to all stakeholders.
  • Ensure all contractual deliverables are completed and submitted on time and with quality in accordance with the contract CDRL requirements.
  • Research, develop, coordinate, draft, and review technical documentation for new ship procurements as required.
  • Assist in the development of strategic plans, Plan of Action and Milestones (POA&M), Program Objective Memorandum (POM), Problem Report (PR) documents, program studies and analyses, and requirements definition.
  • Review, maintain, and make recommendations with regard to engineering plans, program records, technical manuals, design histories, design configurations, databases, regulatory body, and other documents.
  • Assess shipboard requirements and provide recommended engineering design and integration solutions, evaluate and provide inputs to shipbuilding contract documentation, and conduct engineering reviews of Shipbuilder products to ensure accuracy and compliance with the shipbuilding contract design.
  • Evaluate Engineering Change Proposals (ECPs) for compliance with technical scope and assess engineering projections with cost and labor estimates.
  • Plan, coordinate and participate in Program, Ship Design, and Shipbuilder meetings and briefings.
  • Provide technical coordination between the Ship Program Manager, SEA 05, various PARMs and their respective support Contractors and ISEAs, SSGC, and other shipbuilding personnel.


Qualifications

  • Bachelor's degree in Engineering, Naval Architecture, or System Safety.
  • Minimum of 7-years professional experience in marine engineering or system safety or relevant equivalent experience.
  • Must have experience with applicable codes and standards such as ABS NVR, OSHA, and NFPA.
  • Must be a US citizen with the ability to obtain/maintain a DoD Secret security clearance.
