Financial Manager (Central Business Office)

Department of Administrative Services (DAS)

Full-time, Hybrid

Salary Range: $88,212.80 - $132,288.00

Job Summary

Directs, coordinates, implements, and manages financial activities within assigned departments. Reconciles, compiles, and forecasts financial data to support the division in accomplishing its goals within budgeted appropriations. Assists with the development of financial policies and procedures. Manages staff and completes departmental budgets per requirements. Remains current with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Practices, and statutes/ordinances related to accounting standards.

Work Schedule: 8:00am-5:00pm, Monday-Friday (hours are flexible).

Job Responsibilities



  • Budget Management and Administration - Coordinate and manage the preparation of the annual division(s) operating and/or capital budgets. Provide division directors with timely, accurate, and meaningful data for use in preparation. Ensure budgets are in compliance with departmental mission and tax levy expectation.
  • Fiscal Analysis - Reconcile and compile financial data to assist division to accomplish its goals within budgeted appropriations. Provide fiscal analysis, financial forecasting and technical assistance.
  • Accounting - Provide accounting oversight for assigned division(s) in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards.
  • Staff Supervision and Development - Provide supervision and leadership to direct reports by overseeing workflow and assignments, training and coaching. Provide ongoing recognition, feedback and development, and hold staff accountable. Completes and manages performance reviews and/or disciplinary actions.
  • Fiscal and Budget Reporting - Preparation of required fiscal and budget reports for assigned division(s). Ensure timely submission of required reports for assigned division(s) including Deficit Reports, Fiscal Reports, Fund Transfers, and others as necessary.
  • Department Policy and Procedure Development - Assist with the development of policies and procedures for the department.
  • Other duties as assigned.


Required Education, License/Certification and Experience



  • Current residency within the State of Wisconsin upon application required
  • Bachelor's degree or higher in Business Administration, Finance, Accounting or closely related field required
  • Five (5) years or more work experience in Accounting, Finance or Budget Management required
  • Three (3) years or more work experience in a Supervisory or Management role required
  • Advanced knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required



Preferred Qualifications:



  • Certified Public Finance Officer (CPFO) certification issued by the Government Finance Officers Association (GFOA) preferred
