Overview

The E2 Project Manager will be responsible for the Operations & Management Services group supporting the NETL SOS4 Contract. Promote the organizational and client safety culture. Provide administrative and technical leadership in the execution of contract, including responsibility for cost, schedule and overall performance to include; plan and recruit necessary qualified staff to achieve work completion milestones and deliverables; monitor fulfillment of contract requirements to ensure quality and timeliness of services/deliverables to various customers; supervise, coordinate, provide leadership to and review the work of assigned staff; interface/partner with local union shop stewards and union business agents to avoid and resolve issues. Interface with customers on a regular basis and monitor their feedback to ensure expectations are met. Interface with business partners and E2 senior management on a regular basis related to services being delivered to ensure expectations are being met.



Responsibilities

    Serve as the E2 primary point of contact for any/all SOS4 contract related issues.
  • Assist and support our NETL teaming partners with administration and execution of the SOS4 contract, promoting a seamless organizational approach for our WE2 Joint Venture and Major Subcontractor (Amentum).
  • Provide management oversight for up to 120 employees supporting the SOS4 contract, encompassing Union craft personnel, Service Contract personnel, field supervision, ES&H, and administrative OH staff.
  • Respond to and address disciplinary issues with the assistance of corporate HR and Senior Management.
  • Provide management oversight of investigations of accidents and incidents to identify their causes and to determine how they might be prevented in the future.
  • Collaborate with employees to help them identify hazards in the workplace by attending and participating in pre and post activity hazard analysis meetings, participating in daily toolbox talks, and canvasing job sites in order to observe operations and directly support individuals while they perform their work.
  • Conduct documented management field safety observations and focused observations on personnel during the performance of work. Participate and encourage participation in the Management Field Observations (MFO) and Good Catch Programs.
  • Interpret the CBAs and respond to management and employee questions when required. Coordinate with WE2 management to resolve and respond to grievances filed, interface with labor attorneys regarding grievances when unable to settle at Step 1 or 2, prepare and participate in arbitrations. Serve as the E2 lead during CBA contract negotiations.
  • Review, track, and document compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • Lead SOS4 staffing, planning, invoicing and reporting requirements to include weekly, monthly, semi-annual and annual deliverables.
  • Direct interface with the corporate accounting team to ensure we are compliant with the contract reporting requirements and all terms and conditions of the contract. Ensure cost is recorded properly in accordance with the Federal Acquisition Regulations (FAR) and plan and track costs to ensure we are performing within budget and delivering on schedule.
  • Responsible for contract management to include executing contract task awards and modifications, tracking funding, and notifying our joint venture of funding status to ensure we are not working at risk.


Qualifications

  • Bachelor's degree in a Business, Technical, Scientific, or other Professional disciplines.
  • Five years of experience in leadership role(s), managing, and providing oversight of a diverse and integrated workforce (e.g., professionals, engineers, technicians, craftsmen, etc.).
  • Federal Contracting experience is required.
  • Two years of experience working with a Union workforce is required.
  • NETL experience is preferred.
  • Proficiency with Microsoft Office Suite (Microsoft Excel, Microsoft Outlook).

  • Must have proven abilities and skills in leadership, business acumen, communication, client relations, delegating, planning, organizing, problem solving, conflict resolution, high safety standards and cost management control. The successful candidate must set standards of excellence in safety, quality and productivity.
  • Ability to quickly adapt focus, adjust schedule and problem solve to meet evolving work demands and needs of the client, teaming partners and other stakeholders.
  • Ability to work independently and balance multiple competing priorities and tasks.
  • Comprehensive knowledge of the Collective Bargaining Agreements (CBA) with the IUOE and the UMWA Unions.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Strong analytical and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Excellent organizational skills, attention to detail, time management skills with a proven ability to meet deadlines.

Work Environment/Physical Demands

Work Environment

  • This position will be onsite at the NETL facilities located in Morgantown, WV and Pittsburgh, PA. The performance of this position may occasionally require exposure to areas that require the use of personal protective equipment such as protective suits, safety glasses with side shields and mandatory hearing protection.

Travel

Will require travel to meet with employees, clients, teaming partners, and union management between the Pittsburgh, PA and Morgantown, WV NETL facilities.
