Job Description:

We are seeking an experienced Project Manager Consultant with a strong background in Human Resources transformation to lead initiatives related to Return to Work (RTW) policy design and implementation and the development of Target Operating Models (TOMs). This role is critical to supporting the organization's evolving workforce strategy, ensuring a thoughtful, inclusive, and compliant approach to hybrid and in-office work models.

Key Responsibilities:
  • Lead the design, development, and rollout of Return to Work policies, aligning with business goals, employee needs, and compliance standards.

  • Collaborate with HR, Legal, Facilities, and Business Unit leaders to ensure cross-functional alignment and buy-in.

  • Develop and implement Target Operating Models (TOMs) for HR and related business functions to support the organization's future of work strategy.

  • Manage project plans, timelines, stakeholder communications, and change management activities to ensure smooth execution.

  • Conduct benchmarking and research to ensure RTW and TOM strategies reflect industry best practices and evolving regulations.

  • Monitor, track, and report on project status, risks, and mitigation strategies to senior leadership.

  • Facilitate workshops and working sessions to gather input, test assumptions, and drive decisions.

  • Ensure documentation, communications, and policies are accessible, well-structured, and regularly updated.

Requirements:
  • 7+ years of project management experience, ideally in HR, organizational change, or transformation consulting.

  • Proven experience developing or implementing Return to Work or hybrid work strategies.

  • Strong understanding of Target Operating Models and organizational design principles.

  • Exceptional stakeholder management and communication skills, with the ability to influence across levels.

  • Experience working in complex, matrixed organizations.

  • PMP, PRINCE2, or similar project management certification (preferred).

  • Familiarity with change management frameworks such as ADKAR or Prosci is a plus.

  • the individual's skill sets, experience and training;
  • licensure and certification requirements;

With that said, as required by local law, Vaco by Highspring believes that the following salary range referenced above reasonably estimates the base compensation for an individual hired into this position in geographies that require salary range disclosure.
