Description

This position is responsible for a broad range of activities essential to assisting the FQHC's Finance Unit. The incumbent will perform professional level accounting work, which includes applying knowledge and the practice of recording, classifying, examining, and processing of fiscal related materials. Responsibilities include those of a specialized nature, involving a variety of accounts, contracts and budgets for SIU Center for Family Medicine, a Federally Qualified Health Center (FQHC).


Examples of Duties

Accounting/Purchasing/Contracts/Inventory - 90%
Accounting:
A.Examines accounting records, financial statements, or other financial materials to assess accuracy, completeness, and conformance to reporting and procedural standards of SIU SOM.
B.Reconciles reports and statements, noting apparent errors or inconsistencies.
C.Monitor accounts and keep unit fiscal officer(s) informed of overall financial condition; prepare revenue, expense reports and budget projections, and maintain subsidiary ledgers.
D.Reviews and approves documents (such as vouchers, requisitions and billing authorizations) for unit.
E.Maintains and reconciles all unit P-card purchases.
F.Facilitates and/or advises on the fiscal operations of the unit.
G.Assists with the implementation of operational policies and procedures relative to the fiscal operations of the unit.
H.Assists higher level accountants in evaluation, implementation, and operation of automated accounting systems.
Purchasing
A.Serves as departmental buyer and receiver.
B.Serves as Unit Manager for SIU SOM P-card and SIU P&S P-card.
C.Create Purchase Requests and Revisions in accordance with SIU SOM purchasing policy and guidelines.
D.Assist accounting, Administrators, or Directors with strategic fiscal planning and budget development for program needs.
E.Develops and/or manages business correspondences within SIU SOM and with external vendors.
F.Collaborates with and/or serves as a liaison to agencies, administrators, departments, and/or vendors relative to the fiscal operations of the unit.
G.Ensures compliance with government, industry, or institutional regulatory guidelines relative to the fiscal operations of the unit.
Contact Management
A.Initiates and facilitates Leasing and Licensing Agreements for FQHC.
B.Prepares fiscal reports and assists with fiscal administration of grants and contracts.
C.Maintains and manages records for fiscal operations.
D.Assists in the review, preparation, and/or management of contracts.
E.Assists with fiscal planning and budget development of contracts.
F.Assist Program Coordinators to implement program related contracts.
G.Verifies invoice amounts and proceeds with obtaining adjustments when there are discrepancies.
Inventory Management
A.Reconcile and backup all 340B Program related accounts.
B.Responsible for maintaining physical inventory for clinic locations, performing physical inventory count and prepare documentation to transfer, surplus or store equipment as directed.
C.Performs the reconcilement of fixed assets for Springfield and Satellite locations.
D.Assists clinic administration with clinic supply requests and vaccine orders.
II. Service and Training 10%
General Service
A.Oversee lower-level accounting staff on various accounting duties.
B.Attend weekly meetings with supervisor and/or designee
C.Other projects as assigned
Training
A.Complete all annual SIU compliance training requirements.
B.Complete all SIU Procurement and Contracting training sessions.
C.Participate in work-oriented meetings and training


Qualifications

CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER

  1. Any one or any combination of the following, totaling three (3) years (36 months), from the categories below:
    1. Work experience and/or training in Accounting or a closely related field
    2. College course work and/or training in Accounting or a closely related field including 12 semester hours in accounting
      • 30 semester hours equals one (1) year (12 months)
      • Associate's Degree (60 semester hours) equals eighteen months (18 months)
      • 90 semester hours equals two (2) years (24 months)
      • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
  2. A total of two (2) years (24 months) of experience in professional level accounting work consistent with the next lower level of this series.

Note: An advanced degree in accountancy or registration as a Certified Public Accountant may be substituted for one year of professional experience.
