Primary Purpose:Parkland Community Health Plan's (PCHP's) Sr Systems Analyst is responsible for application solution requirements analysis across all integrated systems supporting PCHP's business and clinical processes. Minimum Specifications Education - Associate degree in Information Systems / Computer Science or related discipline, or in healthcare related field is required. - Bachelor's degree in Information Systems / Computer Science or related discipline, or in healthcare related field preferred. Experience - Five (5) years of experience as System Analyst, Application Analyst or equivalent. - Two (2) years of experience planning, designing, building, and maintaining application functions and workflows within a healthcare payer environment. - Proficiency in designing, building and configuring application system functions and workflows. - Proficiency with assessing business needs, capturing requirements, and translating into relevant IT solution recommendations Preferred experience: - Experience building and maintaining application functions and workflows within Cognizant's QNXT / CAE solutions. - Experience designing and supporting system interfaces across healthcare payer applications. - Experience in a Medicaid managed-care organization supporting Member and Provider Portal solutions. Skills or Special Abilities - Excellent verbal and written communication skills including the ability to communicate effectively and professionally across disciplines. - Ability to communicate complex information in understandable terms. - Customer service oriented with the ability to understand and convey end-user needs and issues. - Strong interpersonal and conflict resolution skills with the ability to establish and maintain effective working relationships across and beyond the organization. - Understands Project Management methods and practices and is able to manage assigned project activities / deliverables across contributing teams, including stakeholders and vendors. - Able to work collaboratively with vendor technical support teams, data integration teams, and other technical support teams to assess and resolve issues. - Able to work with business and clinical stakeholders to understand and document specific solution requirements, including rules-based workflows, inbound and outbound data integrations, exception handling processes, and reporting. - Able to mentor and assist with onboarding other team members. - Excellent analytical and problem-solving skills. - Skilled problem solver who is able to assess issues upstream and downstream, leading to identified root cause as well as required remediation efforts. - Strong time management and organizational skills with the ability to manage multiple demands and respond to rapidly changing priorities. - Able to understand and document requirements for integrating data and workflows across applications within a healthcare payer environment, including mandated CMS interoperability requirements. - Ability to write clearly and succinctly with a high level of attention to detail. - Proficient computer and Microsoft Office skills. Ability to learn new software programs. - Knowledge of Texas Medicaid, National Committee for Quality Assurance (NCQA), the Uniformed Managed Care Contract, and the Uniform Managed Care Manual. Responsibilities Operations Drives high-level solution design activities, collaborating with vendors and stakeholders to optimize workflows and intended outcomes, including integration across multiple systems operating within and outside of PCHP. Documents and presents proposed IT solutions, gathering business, clinical, and technical input to prepare detailed project proposals. Reviews documentation developed by others on team. Works with Solution Architect to design interfaces across systems, ensuring that appropriate system controls are identified to ensure proper ongoing operation across systems. Provides ongoing implementation and support services across adopted applications, including design and configuration, testing, training, monitoring, and end-user support while ensuring adequacy of testing plans. Works with assigned Project Managers to define and fulfill specific implementation steps relating to design, configuration, testing, and training of new solutions. May also serve as Project Manager on smaller implementation projects involving enhancements to existing systems and workflows. Mentors and onboards others within the IT Application Systems team. Collaborates with Parkland Health IT and other business partners / vendors to ensure cross-system effectiveness and thorough investigation of reported issues. Designs new workflows and system interfaces to ensure complete end-to-end IT solutions are effectively implemented and monitored. Guides other Systems Analysts and Configuration Analysts in the ongoing implementation and support of clinical and business applications utilized across PCHP. Guides the development and testing of needed interfaces. Assists in RFP preparation, review, and solution selection activities. Quality Integrate health literacy principles into all communication including Members and Providers. Support strategies that meet clinical, quality and network improvement goals. Promote the use of Health Information Technology to support and monitor the effectiveness of health and social interventions and make data-driven recommendations as needed. For staff in clinical roles, foster collaborative relationships with members and/or providers to promote and support evidence-based practices and care coordination. Regulatory Ensures work is carried out in compliance with regulatory and/or accreditation standards as well as contractual requirements. Assists in the interpretation of regulatory / contractual requirements to ensure that PCHP's obligations can be reliably met. Applies specific healthcare interoperability requirements and standards in the ongoing evaluation of proposed or modified solutions, ensuring ongoing compliance with regulatory mandates.
