Department:FinanceDepartment's Website: Essential Job Functions: * Review travel and purchase requests for compliance with Department of Finance and Administration and state procurement regulations: processes orders in an automated procurement system; manages the placement of purchase orders with vendors, including quote and/or contract documentation; * Review purchase requests to determine the need for term contracts; develop new contracts and/or prepare history sheet and product specifications; determine the appropriate list of bidders for products, and notify potential bidders; * Assist with preparing specifications for competitive bids and competitive sealed bids; manages bid openings, evaluation criteria, and vendor list; receive and evaluate bids to determine the lowest bid and delivery requirements within cost limit, and awards bids; * Oversee the examination, selection, ordering, and purchasing of merchandise at the most favorable price consistent with quality, quantity specification requirements, and other factors; * Expedite and review purchase order invoices, return of merchandise, and shipment; * Maintain vendor ordering accounts for office supplies on the Internet and in an automated procurement system; * Maintain requisition and purchase orders in an automated procurement system for all documentation necessary for the related purchase order. * Approves procurement card verifications and prepares information from an automated system for generated reports, as required; * Conducts data entry into complex databases and systems and develops queries to gather information and prepare reports. * Provides technical customer service support to other UAHT employees regarding purchase requests and the automated procurement system. * Processes invoices and receives reports. Coordinates with accounts payable to ensure proper payment of invoices. * Serves as backup for other Business Office staff for Cashier and student accounts/billing responsibilities. * Serve as subject matter expert for Arkansas state procurement and University of Arkansas System requirements for procurement. Meet annual requirements for state procurement training. Ensure reporting and registration compliance with state and federal agencies. * Assist with the preparation and legal reviews of university operating agreements both administratively and academically. * Assist with submission of contracts and agreements for Legal Review utilizing U of A legal documents and working with providers to implement necessary changes. * Research, identify and submit decommissioned assets through the State Marketing and Redistribution system for proper disposal and resale. * Work with DF&A to acquire additional or replacement fleet vehicles utilizing the State Vehicle Contract. *Attend state procurement training *Other duties as assigned Qualifications: The formal education equivalent of a high school diploma; plus one to two years of experience in merchandising, purchasing or a related field. Preferred bachelor's degree in accounting or equivalent from an accredited institution, Workday experience. Other job-related education and/or experience may be substituted for all or part of these basic requirements, except for certification or licensure requirements, upon approval of the Chancellor and Human Resource.
