Responsibilities of Position

The Human Resources Manager is a highly responsible leadership position that requires the ability to apply municipal/public sector HR principles and best practices along with insight and discernment to a wide range of complex questions and initiatives. They are a subject matter expert in the areas of recruitment, staffing, compensation, classification, payroll, benefits, employee relations, performance management, and other HR activities. They oversee a team of seven and directly supervise two HR Supervisors and one HR Technician and serve as the HR Director’s designee or substitute as required.     

 

Required Qualifications

·         A bachelor’s degree in Business Administration, Public Administration, Human Resources, Labor Relations or a related field, or an equivalent combination of work experience and education that demonstrates the required knowledge, skills, and abilities.

·         HR experience in a union and non-union environment.

·         Supervisory/people management experience.

·         Progressively responsible relevant work experience in standard HR functional areas such as recruiting, staffing, compensation, position classifications, HRIS, benefits, and employee relations.

·         Comprehensive knowledge of public sector employment laws.

·         Sound judgment and problem-solving ability.

·         Excellent oral and written communication skills.

·         Conflict resolution skills.

 

Preferred Qualifications

·         Relevant municipal work experience.

·         HR certification (SHRM, HRCI, IPMA-HR).

·         Project planning and management experience.

·         Master’s degree in Public Administration, Human Resources, Labor Relations or any other relevant field.

·         Drug screening, and criminal background check will be required. 

 

Salary and Benefits

·         Starting annual salary: $103,598 - $117,866, DOQ.

·         Full-time, on-site, FLSA-exempt, non-bargaining unit (NBU) position.
