Job Details:

Purpose

Provide management of the physical/industrial security measures in place at ARL:UT.

Responsibilities
  • Supervise Security Guard Personnel. Responsible for the daily administrative tasks for the guards to include: recruiting, hiring, training, scheduling of shifts, and work assignments. Generates reports related to incidents, complaints, audits, assessments, and present findings and recommendations to the FSO and Security Director. Responsible for briefing employees, visitor and foreign visitors on local policies and procedures. Collaborates with Security and ARL management on day-to-day issues as well as major projects. Serves as the ARL Facility Key Control Program Manager. Provide counseling and direction to guard force. Reviews and recommends necessary changes to policies.

  • Technical planning, certification and oversight. Lead planning and coordination for Open Storage Area construction, security and alarm system installation and certification with UL, DCSA or relevant Cognizant Security Authority. Manage the contract relationship with remote alarm monitoring facility and oversee security technologies including CCTV, access control, alarm systems, etc. Coordinates periodic testing of alarm systems and documentation of bi-annual reports for testing results. Assists in the audits, certification, decommissioning and annual maintenance of technical systems. Assist in development of Technology Control Plans as needed. Ensures daily controlled access of employees, visitors, and vehicles into ARL:UT facilities.

  • Emergency preparedness and response. Ensures facility compliance in accordance with the ARL Emergency Action Plan. May function as support for, or serve as a member of, Emergency Medical Team with the capability of being certified, in CPR, first aid, AED, etc. Conducts formal and on the job training. In coordination with other key staff, conducts, updates, reviews and coordinates vulnerability assessments, Security In Depth Assessment, and ARL Emergency Action Plan annually. Analyzes results of annual assessments and proposes risk mitigations to ARL leadership. Responsible for assisting in the maintenance, testing and operational employment of emergency equipment.

  • Fire/Emergency Response Building Emergency Manager's representative: Maintain and update physical security support to Fire Evacuation plans and building maps. Enable secure emergency access to first responders. Assign RSS personnel assigned evacuation areas and provide training to ensure procedures are being followed. Coordinate regularly with Emergency Response Personnel.

Required Qualifications
  • HS/GED.

  • At least 5 years of physical security management experience to include developing and implementing standards/procedures, hiring, evaluating, supervising, assessing performance, documenting and terminating staff personnel.

  • At least 3 years' experience developing, coordinating and implementing security policies and procedures for organizations and/or teams.

  • Solid technical and employment knowledge with industry-standard alarm equipment, video monitoring software and equipment, access control systems,

  • Proficient computer skills in MS Office (Word, Outlook, and PowerPoint).

  • Strong initiative, communication, critical thinking, curiosity and problem-solving skills with the ability to prioritize projects, meet deadlines, operate effectively with limited guidance and anticipate potential outcomes.

  • At least one prior experience being responsible for a section, business, organization or activity having prepared for and undergone an audit, inspection or external evaluation.

  • Relevant education and experience may be substituted as appropriate.

US Citizen. Selected applicant is subject to government security investigation and must meet eligibility requirements for access to classified information at level appropriate to the project requirements of the position. Preferred Qualifications
  • Bachelor's Degree or higher.

  • Previous experience working in a cleared facility with guard and alarm operations.

  • Physical Security Professional (PSP) or Certified Protection Professional (CPP) certification.

  • Seven years or more of security management experience, including managing two or more sections of multiple staff or operations personnel.

  • Advanced technical and employment knowledge with industry-standard alarm equipment, video monitoring equipment, access control systems.

  • Experience in meeting and managing UL2050 compliance requirements.

  • Working knowledge of 32 C.F.R., Section 117 (NISPOM) security requirements.

  • Experience estimating, developing, managing, evaluating and/or overseeing contract performance.

  • Eligibility for immediate access to classified information at the level appropriate to the project requirements of the position.

Salary Range

$67,128 - $88,914+/negotiable depending on qualifications
