Management Analyst V (Human Resource)

This position requires an active Secret clearance to be considered.

The Management Analyst V (HR) to provide essential support for the ongoing operations of the Department of State. The Management Analyst reports to the Deputy Senior Coordinator for Resource Management and Planning (RMP). This analyst is responsible for supporting J/TIP's human capital portfolio, drafting Standard Operating Procedures (SOPs) and policy documents for the office as well as document RMP specific processes and workflows, implementing employee retention and relations programs, and serving as back up for other executive office functions led by RMP. Components of this role will require verifying, creating, and implementing policies to ensure compliance with applicable regulations. This position is also responsible for working with other Human Resource offices within State to help J/TIP reach its mission and objectives. The incumbent may be assigned specific tasks individually or as part of a team. As a member of the RMP team, additional administrative duties may be necessary to support the overall functioning of the team and office.

Compensation & Benefits:

Estimated Starting Salary Range for Management Analyst V (Human Resource): Range starts at $110-120,000.

Pay commensurate with experience.

Management Analyst V (Human Resource) Responsibilities Include:



  • Human Capital Portfolio:

    • Support the Human Capital Management Portfolio by collaborating with J/TIP leadership to identify and strategically plan for human capital needs.
    • Review position classification requests, including the establishment of new positions and re-classification of vacant positions, assessing the accuracy and adequacy of requests and documentation.
    • Upload relevant documents into HR systems for action.
    • Coordinate with Global Talent Management's Resource Management Analysis office to ensure compliance with Foreign Service and Civil Service authorizations.
    • Communicate with managers to keep position descriptions current.
    • Establish and support bureau-specific programs related to mentoring, sponsorship, diversity, equity, inclusion, and orientation.

  • Process and Policy Development and Coordination:

    • Draft Standard Operating Procedures (SOPs) and policy documents, with all products subject to leadership approval.
    • Play a key role in planning the implementation and development of policies for the Office's Process Revamp and Reorganization.
    • Collaborate with Office leadership to coordinate the development, implementation, and maintenance of a historical file for documents and activities related to process and policy efforts.

  • Other Duties as Required:

    • Support Office needs as part of the RMP team, which may include special projects or additional duties as necessary.
    • Serve as a Point of Contact (POC) to address employee inquiries on a wide variety of HR topics.

  • Performs other job-related duties as assigned.


Management Analyst V (Human Resource) Experience, Education, Skills, Abilities requested:



  • Active Secret clearance
  • Master's degree in human resources or business management and 8 - 10 years human resource experience or bachelor's degree in human resources or business management and 10+ years of human resource experience.
  • Communicate complex issues in a timely and concise manner, both orally and written form.
  • Provide excellent customer service.
  • Demonstrate excellent organizational, interpersonal, and analytical skills. Demonstrated ability.
  • Ability to liaise within the J/TIP Office and with other Department bureaus and offices as well as external organizations.
  • Perform administrative tasks from start to finish. Demonstrated ability to successfully use Proficiency in computer skills, web-based applications including Microsoft Office Suite and Adobe Acrobat.
  • Department of State human resources related experience is necessary for this position.
  • Must pass pre-employment qualifications of Cherokee Federal
