Job Title: Management and Program Analyst Location: Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, FL Job Summary: We are seeking qualified Management and Program Analysts to provide analytical support services to various offices at NSWC PCD. This position involves conducting comprehensive analyses, managing data, and providing specialized reports to enhance the efficiency and effectiveness of program operations. Responsibilities:
- Program Analysis: Analyze and provide written reports on the effectiveness of line program operations in meeting established goals and objectives on a quantitative or qualitative basis.
- Cost Analysis: Conduct life cycle cost analyses of projects and deliver detailed written reports to the Government.
- Automation Benefits: Assess and report on potential benefits and uses of automation to improve the efficiency of administrative support or program operations.
- System Development: Analyze and recommend program or administrative reporting systems, including system specifications, data gathering, analytical techniques, and evaluation methodologies.
- Evaluation Planning: Develop draft plans, procedures, and methodologies for program evaluations.
- Control Systems: Design procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems to prevent waste, loss, unauthorized use, or misappropriation of assets.
- Audit Support: Review administrative audits and recommend changes or corrective actions for Government approval.
- Data Management: Generate and analyze reports from Navy Enterprise Resource Planning (NERP), transfer data to Excel spreadsheets to answer various data calls, and collect information from management databases like iNAVSEA, Enterprise Database Warehouse (EDW), NERP, etc.
- Financial and Administrative Insights: Research inquiries on matters of non-proprietary financial, personnel, or administrative procedures, developing draft responses for Government approval.
- Documentation Support: Assist in drafting non-proprietary informational "white" papers for Government use and support in the development of periodic or ad hoc reports based on financial statistics.
- Budget Compliance: Ensure that funding transactions and procedures comply with U.S. Navy and Congressional requirements by maintaining methods for data gathering, analysis, and interpretation.
- Record Management: Archive official records as needed, following SECNAV M-5210.1 CH-1 guidelines, using the Navy's prescribed records management system.
Qualifications:
- Education: Bachelor's degree in Business Administration, Management, Finance, or a related field is preferred.
- Experience: Minimum of 2 years of experience in management analysis or a similar analytical role within a governmental or defense setting.
- Technical Skills: Proficient in the latest version of Microsoft Office (Outlook, Word, Excel, PowerPoint). Must have experience with NERP and other relevant Navy/NAVSEA information systems.
- Security Clearance: SECRET level clearance required for at least one analyst.
- Communication Skills: Strong verbal and written communication skills to interact effectively with various levels of personnel.
- Analytical Abilities: Ability to analyze complex data, interpret results, and present findings clearly and effectively.
Preferred Skills:
- Familiarity with DoD and Navy administrative protocols and documentation standards.
- Experience in preparing detailed reports and presentations for high-level decision-making.
