Job Title: Integrated Risk Management (IRM) Support Specialist Location: Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, FL Job Summary: We are seeking a dedicated professional to support the Integrated Risk Management (IRM) Program, which incorporates the Managers' Internal Control (MIC) Program at NSWC PCD. This role involves providing comprehensive support in monitoring, oversight, and functionality of risk management initiatives, ensuring compliance with Department of the Navy (DoN) directives, and facilitating timely reporting to higher echelons of command. Responsibilities:
- Annual Plan/Assessable Unit (AU) Inventory Support:
- Assist in updating program objectives statements annually.
- Verify and update the inventory of Assessable Units (AUs) in accordance with organizational, NSWC Headquarters, and NAVSEA requirements.
- Confirm and update AU Managers for each assessable unit.
- Support the development of the IRM/MIC plan based on inventory and management updates.
- Risk Assessment Support:
- Respond to questions from Assessable Unit Managers (AUMs) regarding risk assessments during annual reviews and internal control reviews.
- Review risk assessments, extract reportable conditions or weaknesses for government review.
- Support in creating Corrective Action Plans for identified risks or weaknesses.
- Assist the IRM/MIC Program Manager in testing internal controls across various AUs.
- Training and Support:
- Prepare content and document completion for IRM/MIC Program training sessions.
- Conduct training sessions for AUMs, including annual sessions and make-up sessions for absentees.
- Community of Interest Support:
- Participate in monthly IRM/MIC Communities of Interest teleconferences.
- Ensure new requirements are captured and scheduled for implementation.
- Compliance and Assessment Support:
- Provide guidance on compliance assessments, ensuring they are conducted as per applicable laws and regulations.
- Track and report on compliance assessments, identifying non-compliance issues and required actions.
- Integrated Management Review (IRM) Assessment Support:
- Support internal management reviews, including process documentation and assessment of internal controls.
- Track and report on the effectiveness of internal management reviews and suggest mitigation plans.
- Corrective Action Tracking (CAT):
- Maintain the CAT system for tracking risks and corrective actions.
- Monitor progress on compliance, risk assessments, and internal control assessments.
- Integrated Certification Statement/Statement of Assurance (SOA):
- Modify templates for certification statements and ensure they reflect current weaknesses, deficiencies, and accomplishments.
- Collect and compile data from AUMs and department heads for the Commanding Officer's annual certification.
- Record Management:
- Support in completing the File Plan and archiving official IRM/MIC program records following SECNAV M-5210.1 CH-1 guidance.
Qualifications:
- Education: High school diploma or equivalent; further education in risk management, business administration, or related field is advantageous.
- Experience:
- Minimum of 2 years in roles involving risk management, compliance, or quality control.
- Experience with Microsoft Office, particularly Excel for dashboard metrics, PowerPoint for presentations, and experience in developing training materials.
- Skills:
- Strong communication skills, both written and oral, for effective interaction with various stakeholders.
