Position Title: Sourcing Execution Manager Location: Remote (Preference for individual based in Eastern or Central time zone) Position Summary:
The Sourcing Execution Manager (Contractor) will be responsible for developing and executing sourcing strategies to support long-term business objectives. This role will drive efficiencies, mitigate risks, and ensure that competitive contracts are established to support R&D services. You will work closely with internal teams and external suppliers, ensuring that sourcing processes are efficient and compliant with sourcing strategies. Key Responsibilities:
- Develop sourcing strategies that address long-term business needs and facilitate the execution of competitive contracts.
- Work closely with Requesters of Services (ROS) and study/project teams to provide R&D services that align with the needs of the business.
- Mitigate risk, enhance performance, and drive efficiencies to improve services for patients.
- Establish strong relationships with ROS and other stakeholders to ensure high service levels and alignment with business goals.
- Provide guidance and recommendations to deliver the best value in sourcing projects.
- Lead the sourcing process through the Sourcing Management System (SMS) to ensure compliance with timelines and best practices.
- Collaborate with ROS to compile a list of providers and leverage preferred providers as per sourcing strategy.
- Request proposals and pricing from suppliers and evaluate bids based on technical requirements and compliance with sourcing strategy.
- Negotiate proposals and competitive commercial conditions with suppliers.
- Document provider selection decisions and secure internal approval for sourcing project awards.
- Communicate sourcing outcomes to suppliers and ensure effective supplier management.
- Facilitate the contracting process, from initiation to full execution, in collaboration with ROS.
- Create and submit purchase requests (PRs) in Ariba with fully negotiated task orders.
- Manage task order amendments and ensure accurate documentation and system updates.
- Support issue resolution, escalating concerns to leadership as necessary to meet study timelines and deliverables.
- Collaborate with ROS to complete provider performance surveys and provide feedback to Sourcing Strategy Category Leaders.
- Provide backup and overflow support to the execution team as needed.
- Formalize and file sourcing strategy documentation to maintain inspection readiness.
- Continuously work with the team to ensure business needs are being met and provide sourcing support and expertise as required.
Activity Progress Report:
- Regularly update sourcing tools and systems (SMS, Ariba).
- Provide regular updates and reports to leadership and relevant Sourcing Strategy Category Leaders.
Main Deliverables:
- Negotiated proposals and competitive commercial agreements.
- Documented provider selection decisions.
- Fully executed task orders and task order amendments.
- Timely escalation of issues when necessary.
- Accurate documentation of sourcing projects in SMS.
- Timely delivery of sourcing projects.
Qualifications and Experience:
- Minimum of 8 years of experience in sourcing, procurement, or vendor management in the pharmaceutical industry.
- Experience working with Contract Research Organizations (CROs) and other key clinical service providers.
- Early-phase clinical trial experience is highly desirable.
- Pre-clinical activity experience is a plus.
