Job Title: Director, Clean Energy Workforce Programs (Grant Position)

Department: Center for Workforce Development - DOE Clean Energy Grant

The primary purpose of this position is the planning, implementation, and evaluation of workforce development programs under the Department of Energy's (DOE) Clean Energy Manufacturing Workforce Training. This is a grant funded position that will be responsible for managing Bucks recently received 2-million dollar grant from the DOE.This will include developing an HVAC Program, working with Small-to-Medium sized manufactures to provide customized employee training programs and coordinating with Lehigh University to provide energy efficiency training to all workforce development manufacturing students.The Director will be responsible for meeting all grant deliverables, including managing the grant budget, invoicing, tracking expenses, and grant reporting. In addition, responsibilities will include developing and managing curriculum, program development and implementation. Additional responsibilities will include developing strong relationships with various stakeholders, including students, instructors, business and union partners, and community partners. The position will also manage a coordinator and together they will be responsible for HVAC student outreach, recruitment and placement, case management, and representing CWD at promotional/community events.This position and all programming will take place at Bucks' brand-new state-of-the-art Center for Advanced Technologies at the Epstein Campus in Bristol, PA.

Responsibilities:

  • Manage the implementation of DOE funded workforce training programs including development of curriculum, hiring of instructors, training schedules and ensuring all necessary materials/equipment/space requirements are met.

  • Responsible for all budgeting and reporting as required by the DOE including invoicing and fiscal drawdowns for the grant programs as well as all contracts and purchasing.

  • Marketing of new program including recruitment materials and awareness campaigns.

  • Student recruitment/outreach and case management, which will include job placement activities for HVAC students and energy efficiency training with Lehigh University.

  • Promote CWD programs in schools and community events.

  • Liaise with employer/community partners and other support services providers.

Minimum Job Requirements:

  • Bachelor's Degree and 4-6 years' experience in workforce development.

  • Demonstrated ability to manage people and projects.

  • Experience with budgeting and reporting.

  • Excellent interpersonal and communications skills.

  • Strong Microsoft Office skills and ability to learn new data systems.

  • Individual must be comfortable with public speaking.

  • Understand the relationship of job training and development programs.

  • Sense of urgency in meeting deadlines.

  • Ability to travel to various training and event locations, within and outside of Bucks County.

Other Requirements:

  • Position will be responsible for curriculum development, marketing, recruitment and responding to student issues on a regular basis, will be expected to think entrepreneurially and have strong communication skills.

Salary: $70,000 - $80,000 (Commensurate with background and experience)
